How to prepare a project proposal? A project proposal (also known as a project application) is a document submitted by the entity responsible for initiating a project or the legal representative of the project, based on the development of the national economy, ** as well as local medium- and long-term plans, industrial policies, productivity patterns, domestic and international markets, and the internal and external conditions of the location in question. It represents a framework outlining the overall concept for the proposed project. For large and medium-sized projects that involve complex processing technologies, a wide range of aspects, and require extensive coordination, a feasibility study report must also be prepared as one of the main attachments to the project proposal. The project proposal represents the initial stage of the project development cycle; it serves as the basis for **selecting a project as well as for conducting feasibility studies. In the case of projects that involve foreign investment, external activities can only commence after the project proposal is approved. I. The main contents of a project proposal should include: (1) The necessity and rationale for proposing the project; (2) The product design, preliminary ideas regarding the scale of construction and the location; (3) A preliminary analysis of available resources, construction conditions, collaborative relationships, as well as the countries and manufacturers from which equipment and technology will be sourced; (4) Estimates of investment costs, plans for raising funds, and schemes for repaying loans; (5) The project timeline; (6) Preliminary estimates of economic and social benefits, including initial financial and national economic evaluations; (7) A preliminary assessment of environmental impacts, including measures to handle waste materials and an analysis of effects on the ecological environment; (8) Conclusions; (9) Attachments. The procedure for preparing project proposals is as follows: Project proposals are submitted by **departments, national professional companies, as well as existing enterprises and institutions or newly established project entities. Among them, construction projects that span different regions and industries, as well as those that have a significant impact on the national economy and people’s livelihoods, as well as domestic joint-venture construction projects, should be proposed jointly by the relevant departments and regions. For Sino-foreign joint-venture and cooperative projects, a project proposal should be prepared in accordance with relevant domestic investment and industrial policies after the Chinese and foreign investors reach a preliminary agreement. When submitting project proposals for large and medium-sized projects or those above a certain scale, a preliminary feasibility study report should be attached. The preliminary feasibility study report is prepared by a qualified design firm or engineering consulting company. II. Requirements for preparing project proposals: According to current regulations, a construction project refers to a unit of construction that consists of one or several individual projects within the scope of an overall design or preliminary design, and is subject to unified economic accounting as well as centralized administrative management. Therefore, for the main projects, supporting projects, and auxiliary facilities that are economically integrated within a master design or preliminary design framework, a unified project proposal should be prepared; for various project tasks that are economically independent within a master design framework, separate project proposals should be prepared; likewise, for construction projects carried out in phases within a master design framework, separate project proposals should also be prepared. III. Approval authority for project proposals: At present, project proposals must be approved at various levels in accordance with the existing management system and hierarchical structure. In principle, depending on the hierarchical structure, the competent department shall submit its opinions, after which it can be reported by the relevant department either alone, jointly with the comprehensive department, or separately. (1) For large and medium-sized capital construction projects, as well as renovation and upgrading projects above a certain scale, after preliminary evaluation by qualified engineering consulting and design firms, they are subject to initial review by the planning commissions of provinces, autonomous regions, municipalities directly under the Central Government, and cities with separate planning status, along with the relevant industry authorities. Subsequently, they are submitted to the **Planning Commission for approval. In the case of particularly large projects (transportation, energy, and raw material projects with a total investment of over 400 million yuan, and other projects with an investment of over 200 million yuan), they are first reviewed by the **Planning Commission before being submitted to the State Council for approval. For foreign-invested projects with total investment exceeding the set limit, the project proposals are first reviewed by the provincial planning commission and the relevant industry authorities, before being submitted to the **Planning Commission together with departments such as the Ministry of Foreign Trade and Economic Cooperation for approval; major projects worth over 100 million US dollars are submitted to the State Council for approval. (II) Small-scale capital construction projects and renovation projects below the designated limit are approved by local authorities or the relevant departments of the State Council. 1. For small-scale projects, domestic projects with a total investment of over 10 million yuan, productive foreign-funded projects with a total investment of over 5 million US dollars, and non-productive foreign-funded projects with an investment of over 3 million US dollars, the project proposals are to be approved by local authorities or the relevant departments of the State Council. 2. For domestic projects with a total investment of less than 10 million yuan, and for non-productive foreign-funded projects with a total investment of less than 5 million US dollars, in line with the principle of streamlining procedures, if the project scope is relatively simple, a feasibility study report can also be prepared directly. IV. Main tasks after the approval of the project proposal: Determine the organization, personnel, legal representative, and authorized representative for the project’s implementation. Select the construction site, apply for planning and design requirements, and develop a planning and design proposal. Implement the funding plan. Implement the plans for municipal utility facilities such as water supply, power supply, gas supply, heating, rainwater and sewage drainage, and telecommunications. Ensure the supply of key raw materials and fuels. Implement environmental protection, occupational safety, health and epidemic prevention, energy conservation, and fire safety measures. Foreign-invested enterprises apply for pre-registration of their business names. Conduct a detailed market research analysis. Prepare a feasibility study report.
