Article 5 of the \"Requirements for Licensing the Manufacture of Boilers and Pressure Vessels\" specified in Guo Jian Zhi Guo [2003] No. 194 states that non-destructive testing can be carried out through separate agreements with enterprises that possess the appropriate qualifications or capabilities. I believe these enterprises include boiler manufacturers, pressure vessel manufacturers, and non-destructive testing institutions approved by the **General Administration of Quality Supervision, Inspection and Quarantine.
