Should it be rinsed first or purged first?

For the loading and unloading quays in use, should purging be done first or flushing? State the specific reason?
First, purge, then rinse. Purging is done to check whether the flow path is unobstructed; after that, it is rinsed thoroughly, and finally dried with air and purged with nitrogen before being put into use.
This question has already been asked on the forum, and many people who responded believed that purging should be done first followed by cleaning, while others thought cleaning should take place first before purging. In fact, the approach to this issue should depend on one’s specific circumstances; it’s best to handle each case individually!
Blow first, then rinse. First, use blowing to remove larger particles of debris, and then clean away dust, oil, rust, and other contaminants stuck on the surface.
Can it be cleaned directly without purging? Can’t we use a hose?
