Regarding the installation of sectional equipment

There is one existing tower, consisting of four sections connected by flanges. When calculating the workload in the budget, should the work related to assembling the sections together be taken into account after the entire tower has been installed? The specifications state that assembly of the sections is only considered when welding the tower sections; so how should the work related to flange connections be calculated?
1. Group pairing allows for visa application. 2. If the weight of the equipment is greater than 80 tons, the cost of alignment can be calculated according to the relevant plan. 3. If the installation is carried out by using a small crane to assemble and position the components in sections, the installation cost should also be reasonable.
It can’t be applied, right? It’s taken into account comprehensively in the budget
The comprehensive budget includes the installation of the entire equipment, but since this equipment is composed of multiple tower sections connected by flange bolts, segmental assembly was likely not taken into account. I would appreciate it if some expert could give me some advice.
