Identification of boilers

May I ask based on which principles can I determine that this furnace is a boiler? Is it really what the quality inspection department says it is?

A boiler is a sealed device that uses various fuels, electricity, or other forms of energy to heat the liquid contained within it to certain parameters while maintaining a certain pressure; it is defined as a pressurized steam boiler with a volume of 30 liters or more； Pressurized hot water boilers with an outlet water pressure of 0.1 MPa (gauge pressure) or higher, and a rated power of 0.1 MW or higher ； Organic heat carrier boiler. Within the aforementioned scope, all are under the management and supervision of the quality inspection office
I think no matter what type of stove it is, it should be inspected by a pot inspection agency
Is the boiler inspection agency a statutory body, or are they the ones to make the determination?
