Could everyone please talk about the rust removal and passivation processes for carbon steel surfaces? I really want to learn about it*.

I’ve seen carbon steel rust removed, but not passivation. There are those with anti-corrosion treatment; you can look up relevant information.

Rust and passivation solution for carbon steel parts: This solution is a surface treatment agent designed to address rusting on carbon steel parts and components; it removes rust from the surface of carbon steel and provides a passivation effect. Applicable materials: cast iron, carbon steel.
Carbon steel passivator: Main components: inorganic and organic acid polymers, penetrants, surfactants, corrosion inhibitors. Purpose: To remove rust and mild scale from the surface of carbon steel, while forming a passivation film to achieve optimal corrosion resistance. Features: Cleaning and passivation are done in one step, eliminating the need for acid washing or rinsing. The passivation film can prevent surface rust from forming for a month. The above are the two passages I have excerpted, which prove that carbon steel does indeed require rust removal and passivation. However, I am not very clear about the specific procedures involved, nor do I know how to achieve the best results; that’s why I am seeking advice from everyone here.
I’ve encountered the problem you mentioned, but I don’t quite understand it either. Next to our company is a company that manufactures valves, and the valves they produce are mainly sent to South Korea. I saw that they simply dilute the carbon steel passivation agent in a water tank, touch the valve to the inside of the tank for about 2 seconds, then take it out and place it on a platform. I think the operation should be quite simple; you shouldn’t overcomplicate things. If there are issues with the steps mentioned above, I guess it won’t work in terms of getting an exit. I’m not sure if the above is useful to you.
