Why do some PDF files display garbled text when opened?

I tried to find a standard version corresponding to HG20235-93 in the database. I downloaded one file, but it contained garbled text when opened; I tried another file, and this one was the original one with screenshots (including the text content), yet it still had garbled text when opened... I’m not sure why this is happening; I would appreciate some advice from everyone. Also, if anyone has this standard, I would be very grateful if they could share it.

I’ve encountered this too: it shows garbled characters when opened with Adobe PDF, but it works fine when opened with SSReader.

Since the file was created using version 6.0, opening it with a version higher than 6.0 results in garbled text; you can simply install Adobe version 6.0.

It’s possible that the traditional Chinese characters aren’t installed. Try placing this fpdfcjk.bin file in the same folder as the reader and give it another try
Open it with Acrobat, not with Acrobat Reader. It is said that this issue occurs when a newer version is used to open an older one. Double-clicking on a PDF file always results in it being opened with Acrobat Reader.

When using software of a higher version to open files created with a lower version, garbled characters appear. The same can happen in the reverse direction. On my machine, I can choose from different versions to open and read the files.
