Can container manufacturing qualification level A1 cover level A2?

This is absolutely not allowed. A1 and A2 are on an equal footing with each other; it’s not a hierarchical relationship – their relationship is one of equality. Neither can control the other, and there is no relationship between them at all. It’s absolutely forbidden. A1, A2, and A3 are also on equal terms, but those who possess Class A design or manufacturing qualifications can design or manufacture Class D containers. Refer to Article 10 of the Rules on the Qualification Licensing and Management of Design Units for Pressure Vessels and Pressure Pipelines: Units that have obtained the design qualification for Class A or Class C pressure vessels, as well as those responsible for design approval, also possess the design qualification and design approval qualifications for Class D pressure vessels respectively ； Units that have obtained the design qualification for D2-class pressure vessels, as well as those responsible for design approval, possess the same capabilities as those with D1-class pressure vessel design qualifications and design approval qualifications – manufacturing is no different in either case!
