Environmental protection regulations and standards effective as of March 1, 2009 2009-02-27 Departmental rules Provisions on the hierarchical approval of environmental impact assessment documents for construction projects (Order No. 5 of the Ministry of Environmental Protection of the People’s Republic of China) These provisions were formulated in accordance with relevant laws such as the Environmental Impact Assessment Law, in order to further strengthen and standardize the approval process for environmental impact assessment documents related to construction projects, improve the efficiency of such approvals, and clarify the responsibilities associated with them. 　 For projects that have an impact on the environment, regardless of the investor, source of funding, nature of the project, or scale of investment, the environmental impact assessment documents must be subject to hierarchical approval procedures as specified in these regulations. 　 Environmental protection departments at all levels are responsible for approving the environmental impact assessment documents for construction projects. 　 The hierarchical approval authority for environmental impact assessment documents of construction projects is, in principle, determined in accordance with the approval, authorization, and registration authorities for such projects, as well as the nature and extent of the environmental impact posed by them. 　　These provisions shall come into force as of March 1, 2009. Devices derived from the combination of the above basic post-treatment unit components shall be operated in accordance with this standard. 　 This standard is issued for the first time. Clean Production Standards for the Wine Manufacturing Industry (HJ 452 - 2008): These standards were formulated to implement the Environmental Protection Law of the People’s Republic of China and the Law on the Promotion of Clean Production in that country, to protect the environment, and to provide technical support and guidance for the implementation of clean production practices in the wine manufacturing industry. 　 This standard specifies the general requirements for clean production for wine manufacturers, which are based on compliance with ** and local pollutant emission standards, as well as taking into account the current level of industry technology, equipment, and management practices. 　 This standard is divided into three levels: Level 1 represents the international advanced level of clean production, Level 2 represents the domestic advanced level of clean production, and Level 3 represents the basic domestic level of clean production. As technology continues to advance, this standard will also be revised regularly, usually every three to five years. 　 This standard specifies the general requirements for clean production in the wine manufacturing industry. This standard categorizes clean production indicators into five types, namely requirements for production processes and equipment, indicators for the use of resources and energy, indicators for pollutant generation (prior to final treatment), indicators for waste recycling, and environmental management requirements. 　 This standard applies to the clean production audits in the wine manufacturing and grape must manufacturing industries, the assessment of clean production potential and opportunities, the evaluation of clean production performance, and the system for announcing such performance.
