Can methanol train tank cars be unloaded?

For a storage and transportation project that requires transporting methanol by train to a storage area, the designers considered using a dumping method for unloading the cargo. However, it was suggested that this method is generally used only for heavy oils, while light oils are unloaded using other methods; therefore, methanol should be treated in a similar manner to light oils. It seems that there are no light oil tank cars that can be unloaded at the moment.
In accordance with the relevant safety requirements of the Ministry of Railways, only heavy oil is considered for unloading, and the tank trucks are equipped with unloading ports. Light oil can only be loaded and unloaded; the tank truck does not have a discharge port. Therefore, it is incorrect to consider unloading for methanol railway tank cars!
