Due to considerations such as environmental protection, CNPC’s original plan to build a new 20-million-ton oil refining facility in Zhuhai has been changed, with the final location chosen to be Jieyang City in Guangdong. CNPC’s project to build an oil refinery in Jieyang City, Guangdong Province has been approved by the relevant authorities, and the original plan to locate the refinery in Zhuhai will be abandoned. The Jieyang Development and Reform Commission also confirmed yesterday that CNPC plans to build an oil refinery in the city with the capacity to process 20 million tons of crude oil per year, which would equate to approximately 401,600 barrels per day. Last year, Zhuhai began the preliminary preparations for CNPC’s 20 million-ton refining project, 1 million-ton ethylene project, and 1.5 million-ton aromatic compounds project. **The Energy Bureau recently abandoned its plan to use Zhuhai as a candidate site for a large oil refinery in China. It is estimated that the investment in this project could range from 30 billion to 40 billion yuan. This project will mainly be used for processing Venezuelan crude oil. On February 17, CNPC signed an agreement with Venezuela’s **Petroleum Company**, under which the latter will sell 80,000 to 200,000 barrels of crude oil to CNPC per day ; At the same time, Venezuela will jointly build a refinery in China with CNPC to process 400,000 barrels of Venezuelan crude oil (20 million tons per year). To support the implementation of the aforementioned projects, CNPC is accelerating research on the key technologies for upgrading low-quality heavy oil to lighter grades.
