The location, structure, filling equipment, and safety facilities of gas cylinder filling stations shall comply with **the relevant design specifications, as well as safety technical regulations regarding fire prevention, lightning protection, explosion prevention, static electricity prevention, and environmental protection. Factory buildings and bottle storage areas must have reliable lightning protection facilities ; The floors of the filling rooms and bottle storage areas in flammable and explosive gas filling stations should be constructed in a way that prevents spark generation and can also dissipate static electricity ; The delivery pipelines, compression equipment, and containers of flammable and oxidizing gas filling systems, especially the valves that are used frequently, should be equipped with static electricity discharge devices ; Danger concentration alarm devices should be installed in the filling rooms, compression rooms, and storage rooms for hazardous and flammable gases ; Safety valves must be installed on the filling nozzles, pipes, and pressure vessels at filling stations. For permanent gas filling stations, safety valves may not be necessary if the design pressure of the pressure vessel is higher than the pressure at the source of pressure (provided that the system is equipped with safety valves). Units that store flammable and hazardous gases must have systems for recovering or treating any remaining gases or liquids, and such systems must be safe and reliable, so as not to pollute the environment. 4. Filling stations for permanent gases must be equipped with error-proof connectors that can effectively prevent the incorrect filling of flammable and oxidizing gases. 5. Filling stations that produce hydrogen and oxygen from water by electrolysis must be equipped with analytical instruments for measuring the purity of hydrogen and oxygen. These instruments should be used to test and analyze hydrogen and oxygen at regular intervals before the gases are compressed, and it is advisable to install automatic monitoring devices for hydrogen and oxygen on the gas pipelines prior to the gases entering the compression equipment. 6. At hydrogen and dissolved acetylene gas cylinder filling stations, flashback arrestors, shut-off valves, and gas check valves must be installed at the necessary locations along the gas delivery pipelines and vent pipelines in accordance with relevant regulations. On the filling station tables for dissolved acetylene cylinders, cooling water pipes for spraying on the cylinders should be installed. In addition to facilities for purging with inert gas, the equipment and piping systems must also have inert gas systems for fire suppression; these two types of facilities can be shared. 7. Bottle transport passages and gas cylinder loading/unloading platforms must be provided within the station. 8. For filling equipment, pipes, valves, connectors, etc., materials that undergo chemical reactions with the medium must not be used.
