Application by technical personnel from private enterprises

May I ask if technical personnel from private enterprises are eligible to apply? I see that others all register through their companies, but there’s no activity in our company. Private companies don’t pay attention to this stuff. I want to take the exam – is it possible? Where can I sign up? I called the personnel bureau in our city, but they didn’t know anything when I asked questions. Thank you

I also work in a private company, so I should be able to take the exam. There is just a requirement regarding work experience – it needs to be a few more years than what’s required for those working in design.:
