(2) Unified leadership and hierarchical responsibilities. Under the unified leadership of the State Council and the State Council Work Safety Commission (hereinafter referred to as the State Council Safety Committee), the State Administration of Work Safety is responsible for guiding and coordinating emergency rescue work for metallurgical accidents and disasters. Carry out social publicity, improve the safety awareness of employees and the public, and prepare materials and technical reserves. 2 Organizational command system and responsibilities 2.1 Coordination command structure and responsibilities Under the unified leadership of the State Council and the State Council Safety Committee, the State Administration of Work Safety is responsible for unified guidance and coordination of emergency rescue work for metallurgical accidents and disasters. * * The production emergency rescue command center (hereinafter referred to as the emergency command center) specifically undertakes relevant work. The State Administration of Work Safety has established a leading group for metallurgical accident emergency response (hereinafter referred to as the leading group). The composition of the leading group and the main responsibilities of the member units: Team leader: Director of the State Administration of Work Safety Deputy leader: Deputy director of the State Administration of Work Safety in charge of dispatch, emergency management and metallurgical industry safety supervision Member units: General Office, Policy and Regulation Department, Work Safety Coordination Department, Dispatch Statistics Department, Supervision and Management Department 1, Emergency Command Center, Agency Service Center, Communication Information Center. (4) Dispatching and Statistics Department: Responsible for emergency duty, receiving and processing accident information reported by various localities and departments, promptly reporting to the leaders of the State Administration of Work Safety, and simultaneously forwarding it to the general office of the State Administration of Work Safety and the emergency command center; following the instructions of the leaders of the State Administration of Work Safety, drafting guidance on accident rescue and handling work; tracking and continuing to report on the progress of accident rescue. (5) Supervision and Management Department: Provide relevant information about the accident unit, participate in accident emergency rescue and accident investigation and handling. (6) Emergency command center: issue relevant instructions in accordance with the instructions of the leaders of the State Administration of Work Safety and relevant regulations, coordinate and guide accident emergency rescue work; propose emergency rescue suggestions, track the accident rescue situation, and report to the leaders of the State Administration of Work Safety in a timely manner; coordinate and organize expert consultation to provide technical support for emergency rescue; organize, coordinate and mobilize relevant resources to participate in emergency rescue work as needed. (7) Agency Service Center: Responsible for the logistical support during the accident emergency response of the State Administration of Work Safety. (8) Communications Information Center: Responsible for ensuring the smooth operation of the external network and intranet of the State Administration of Work Safety, and promptly publishing accident information and rescue progress through the website. 2.2 Support and cooperation from relevant departments When emergency rescue work for accidents and disasters requires support and cooperation from relevant departments of the State Council, the State Administration of Work Safety shall follow the " * * Production Accident Disaster Contingency Plan" coordinates relevant departments to cooperate and provide support. When accidents and disasters cause sudden environmental pollution incidents, the State Administration of Work Safety coordinates relevant departments of the State Council to initiate relevant emergency plans. 2.3 On-site emergency rescue command and responsibilities The on-site emergency rescue command shall be organized by the corresponding local people in accordance with the principle of hierarchical response. * * Form an on-site emergency rescue headquarters and local people * * The person in charge is the commander-in-chief, and relevant departments (units) participate. When external reinforcements are needed, the State Administration of Work Safety is required to coordinate and explain the required rescue forces, rescue equipment, etc. When the accident disaster spans provincial administrative regions, spans multiple fields, or the impact is particularly serious, the State Administration of Work Safety or relevant departments of the State Council will coordinate and establish an on-site emergency rescue headquarters. 3 Prevention and early warning 3.1 Hazard source monitoring and reporting Production and business units shall manage major hazard sources in accordance with the requirements of the "Notice on Standardizing the Supervision and Management of Major Hazard Sources" (Work Safety Supervision General Coordination Zi [2005] No. 125), establish major hazard source files, and submit relevant materials to the local people at or above the county level in accordance with regulations * * The production safety supervision and management department shall record; monitor and analyze information that may cause accidents, and take effective preventive measures. Work safety supervision and management departments at all levels and emergency rescue command agencies shall establish files of major hazards and accident hazards within their jurisdictions; conduct regular analysis, study information that may cause safety production accidents, study and formulate response plans, promptly notify relevant departments and enterprises to take preventive measures, and report major hazard sources in a timely manner in accordance with relevant regulations. 3.2 Early Warning Action After receiving information that may lead to a metallurgical accident, the production safety supervision and management departments and emergency rescue command agencies at all levels should promptly study and determine response plans in accordance with the principle of hierarchical response, and notify relevant departments, and the unit will take effective measures to prevent the accident; when the emergency rescue command agency at the same level believes that the accident is large and may exceed the handling capacity of the same level, it must report to the higher-level emergency rescue command agency in a timely manner; the higher-level emergency rescue command agency should promptly study the response plan and take early warning actions. 3.3 Information reporting and processing (1) After an accident occurs in a production and business unit, on-site personnel should immediately report the accident to the person in charge of the enterprise, and immediately carry out self-rescue in accordance with on-site disposal procedures while ensuring their own safety. (2) After receiving the accident report, the person in charge of the unit should quickly organize rescue and follow the instructions * * Relevant regulations should be reported to local people immediately * * and relevant departments; in emergency situations, reports can be made beyond the level. (3) Local people * * and relevant departments should report accident information level by level. (5) The General Office will promptly compile the relevant accident situation into "Duty Information" and report it to the General Office of the Central Committee and the General Office of the State Council, and send a copy to the relevant departments of the State Council. (6) The member units of the leading group carry out their work quickly in accordance with their responsibilities. 4 Emergency response 4.1 Hierarchical response Level I emergency response actions are organized and implemented by the State Administration of Work Safety. During Level I emergency response actions, people at all levels in the area where the incident occurred * * Organize rescue efforts in accordance with corresponding emergency plans. The organization and implementation of emergency response operations at level II and below shall be organized by the provincial people * * Decision. Provincial-level people * * During a Level II emergency response, the Dispatch and Statistics Department immediately reports to the leader in charge of the State Administration of Work Safety and notifies the heads of relevant departments of the State Administration of Work Safety to conduct emergency preparations. 4.2 When the response program enters the emergency preparedness state, based on the accident development situation and on-site rescue progress, the member units of the leading group shall implement the following emergency response procedures according to their responsibilities: (1) Immediately report the accident to the leading group; (2) Report the accident to the General Office of the Central Committee and the General Office of the State Council in a timely manner, with a copy to the relevant departments of the State Council; (3) Keep abreast of the development of the situation and the on-site rescue situation, and report to the leadership group; (4) Notify relevant experts, emergency rescue teams, and relevant departments of the State Council to prepare for emergencies; (5) Propose accident rescue guidance to the rescue command agency at the site of the accident; (6) Send relevant personnel and experts to the accident site to guide the rescue as needed; (7) Provide relevant experts, rescue teams, equipment, materials, and other information, and organize expert consultation. When entering the emergency response state, based on the development of the situation and the progress of on-site rescue, the member units of the leading group shall implement the following emergency response procedures according to their responsibilities: (1) Notify the leading group and collect information and materials related to the accident; (2) Report the accident to the General Office of the Central Committee and the General Office of the State Council in a timely manner, with a copy to the relevant departments of the State Council; (3) Organize expert consultation and provide emergency rescue plans for the accident; (4) Send relevant personnel to the scene to assist with command; (5) Notify relevant departments to do a good job in transportation, communications, meteorology, materials, environmental protection, etc.; (6) Notify relevant emergency rescue teams and experts to participate in on-site rescue work; (7) Timely release accident emergency rescue information to the public and the media, and correctly guide the media and the public * * ; (8) According to leadership instructions, notify relevant member units of the State Council Safety Committee. 4.3 Command and coordination are based on the principle of combining departments and focusing on local areas. After an accident occurs, the enterprise where the accident occurred immediately initiates a contingency plan and organizes rescue; local people * * Establish an emergency rescue headquarters at the accident site to uniformly organize and direct accident rescue work in accordance with the emergency plan. Provincial People's Government * * When implementing Level II emergency response actions, the accident site emergency rescue headquarters and the provincial work safety supervision and management department should promptly report the accident and rescue work progress as well as the possible impact of the accident to the State Administration of Work Safety, and promptly propose problems that need to be coordinated and solved and provide assistance reports. (6) When necessary, consult with the military and * * Participate in emergency rescue. 4.4 On-site emergency response The on-site emergency rescue headquarters will take emergency response measures in accordance with the law based on the development of the accident and on the basis of fully considering the opinions of experts and relevant parties. Emergency response plans involving cross-provincial administrative regions, cross-fields or serious impacts will be coordinated and implemented by the State Administration of Work Safety, and those with particularly serious impacts will be reported to the State Council for decision. According to the possible consequences, metallurgical accidents are divided into: blast furnace collapse accidents, pulverized coal explosion accidents, molten steel and molten iron explosion accidents, gas fires, explosion accidents, gas, hydrogen sulfide, hydrogen cyanide poisoning accidents, and oxygen fire accidents. Based on the characteristics of the above accidents, the accident occurrence unit and the on-site emergency rescue headquarters should carry out work with reference to the following disposal plans and key points. 4.4.1 General disposal plan (1) While doing a good job in accident emergency rescue, quickly organize the masses to evacuate the accident danger area, and maintain the accident site and social order; (2) Evacuate quickly, evacuate on-site personnel, set up warning signs, block off the accident site and dangerous areas, and try to protect adjacent devices and equipment to prevent the situation from further expanding and causing secondary accidents; (3) Personnel participating in emergency rescue must receive special training and be equipped with corresponding protective (heat insulation, anti-virus, etc.) equipment and detection instruments (toxic gas detection, etc.). (4) Immediately mobilize medical experts in trauma, burns, poisoning, etc. to provide on-site medical treatment to the injured and conduct timely transfer treatment; (5) Understand the development of the accident, revise the on-site rescue plan in a timely manner, and supplement the emergency rescue force. 4.4.2 Key points for handling blast furnace collapse accidents In the event of a blast furnace collapse accident, molten iron, hot coke, and high-temperature slag may cause explosions and fires; pulverized coal injected from the blast furnace may cause pulverized coal explosions; blast furnace gas may cause fires and explosions; blast furnace gas, hydrogen sulfide and other toxic gases may cause poisoning and other accidents. When handling blast furnace collapse accidents, pay attention to: (1) Properly handle and prevent fires, explosions, and poisoning accidents caused by hot molten iron, coal dust, blast furnace gas, hydrogen sulfide, etc.; (2) Promptly cut off all energy supplies to the blast furnace, including pulverized coal, power supply, etc.; (3) Monitor the concentration of toxic gases in the air at the accident site and surrounding areas (especially downwind areas); (4) If necessary, promptly analyze the concentration of toxic gases at the accident site and surrounding areas and delineate safe areas. 4.4.3 Key points for dealing with pulverized coal explosion accidents: Pulverized coal explosion accidents in closed production equipment may develop into system explosions, destroying the entire bituminous coal injection system, and even endangering the blast furnace; pulverized coal thrown outside the closed production equipment may cause secondary dust explosions and secondary fires, expanding the accident hazard. When handling pulverized coal explosion accidents, attention should be paid to: (1) Cut off power supply and other energy supplies in a timely manner; (2) It is strictly prohibited to rush to open equipment containing pulverized coal to put out fires; (3) It is strictly forbidden to use high-pressure water guns to spray burning coal powder; (4) Prevent secondary fires caused by burning pulverized coal. 4.4.4 Key points for handling explosions of molten steel and molten iron. When an explosion of molten steel or molten iron occurs, attention should be paid during emergency rescue: (1) It is strictly forbidden to use water to spray molten steel and cool down the molten iron; (2) Cut off any way for further contact between molten steel and molten iron; (3) Prevent fires caused by scattered molten steel and molten iron. 4.4.5 Key points for handling gas fire and explosion accidents When gas fires, explosion accidents occur, and emergency rescue, attention should be paid to: promptly cut off all energy supplies to the accident site, including gas, power supply, etc., to prevent further deterioration of the situation. 4.4.6 Key points for handling gas, hydrogen sulfide, and hydrogen cyanide poisoning accidents Gas, hydrogen sulfide, and hydrogen cyanide leakage accidents may occur during the smelting and coal chemical industry.
