Questions for intermediate engineers

May I ask everyone, are the intermediate professional titles awarded by the local personnel bureaus recognized nationwide?
The municipal and prefectural personnel bureaus are the competent and authoritative agencies; the professional titles they award are, of course, recognized nationwide.
It must be universal; since they are able to conduct evaluations, they certainly have the qualifications to assess professional titles. My former employer had the authority to assign intermediate professional titles! Furthermore, there are many registered exams in our country nowadays, and passing one definitely has more value than just doing nothing!
The evaluation done by the personnel department is the most authoritative; those conducted by other ministry systems are less reliable. The trend going forward is that the personnel department will take charge of professional title evaluations under its own jurisdiction.
It would be best to abolish professional title evaluations and the position appointment system, and adopt a system where each position comes with a corresponding salary

It can be used universally, but it’s only useful when employed by an organization!
How did you apply? Is an exam required?
The ones tested seem to be inferior to those evaluated.
