Under such pressure, there can be many different flow rates, so it’s not possible to give you a specific answer; however, by choosing a reasonable value for the flow rate, the requirements can certainly be met!
13,700 tons of water per year corresponds to a flow rate of 1,564 L/h; your pressure and pipe diameter specifications are more than sufficient for this
The flow rate works out to only 0.06 m/s, which is far below the recommended flow rate for ordinary water conveyance pipes; so there’s definitely no problem!
I agree with the opinion from the 3rd floor: 13,700 tons of water per year corresponds to a flow rate of 1.56 m³/h. For a pipe with DN=100, a flow velocity of 0.054 M/S seems sufficient; it’s a piece of cake.
