Chapter 3 Fire Protection Organizations of the New Fire Protection Law Article 41 Agencies, organizations, enterprises, institutions, as well as village committees and residents’ committees shall, as needed, establish various forms of fire protection organizations such as volunteer fire teams to carry out mass-based self-protection and self-rescue efforts. The newly enacted Fire Protection Law came into effect on May 1, 2009, and it includes provisions regarding the establishment of mandatory fire brigades. Article 41 of Chapter 3, which deals with fire protection organizations, states that agencies, organizations, enterprises, institutions, as well as village and residential committees shall, as needed, establish various forms of fire protection organizations such as volunteer fire brigades in order to carry out activities for mass self-protection and self-rescue. After establishing a volunteer fire team, training is of course necessary; otherwise, a lack of relevant knowledge could lead to more casualties, having the opposite effect.

Article 16 of the former Fire Protection Law: The fire protection agencies of the people’s public security organs at the county level and above shall identify those entities where fires are likely to occur, or where a fire could result in serious casualties or significant property losses, as key fire safety entities within their respective administrative regions, and submit such listings to the corresponding people’s government for record-keeping. In addition to fulfilling the duties specified in Article 14 of this Law, key units for fire safety shall also carry out the following fire safety duties: (1) Establish fire prevention records, identify key areas prone to fire hazards, install fire prevention signs, and implement strict management ； (II) Conduct daily fire safety inspections and keep records of these inspections ； (III) Provide fire safety training for employees ； (IV) Formulate fire extinguishing and emergency evacuation plans, and organize regular fire drills. Regulations on Fire Safety Management of Government Agencies, Organizations, Enterprises, and Institutions Article 41: Key fire safety units shall establish and maintain complete fire safety records. Fire protection records should include basic information on fire safety and details regarding fire safety management. Fire protection records should be detailed and comprehensive, reflecting the basic situation of the organization’s fire safety efforts, and should include necessary charts; they must be updated promptly as circumstances change. 　 The unit shall keep fire protection records in a centralized manner for reference. 　 Article 42 The basic information on fire safety shall include the following: (1) The basic overview of the entity and the situation of key areas regarding fire safety ； 　 (II) Documents and materials related to fire protection design review, fire protection inspection, and fire safety inspections prior to the construction, use, or opening of buildings or premises ； 　 (III) Fire management organizational structure and fire safety responsible persons at all levels ； 　 (IV) Fire safety regulations ； 　 (5) Status of fire protection facilities and extinguishing equipment ； 　 (VI) Personnel of full-time and volunteer fire brigades and the allocation of their fire-fighting equipment ； 　 (7) Information on personnel in key occupations related to fire safety ； 　 (8) New certification documents for fire protection products and fire-resistant materials ； 　 (IX) Fire extinguishing and emergency evacuation plans. \"Code for Fire Protection Design of Petrochemical Industries\", Section 2: Fire Stations, Article 7.2.1: Petrochemical enterprises shall be equipped with fire stations. The size of the fire station should be determined based on factors such as the scale of the factory, the fire hazard level, the presence of fixed fire protection facilities, and the conditions for fire cooperation with nearby facilities. Article 7.2.2 The service area of a fire station should be determined based on driving distance, which should not exceed 2.5 km; moreover, the time it takes for a fire truck to reach the scene of a fire after receiving an alarm should not exceed 5 minutes. According to the “Regulations on Safety and Health Design for Chemical Enterprises HG20571-95”, 6.4.2 states that the design of fire stations for chemical construction projects should take into account factors such as the scale of the project, potential fire hazards, and the local fire-fighting capabilities in the area. It is possible to establish dedicated fire stations, or these stations can be set up in conjunction with local fire stations. In the case of regional joint fire-fighting efforts, fire trucks must arrive at the scene of the fire within five minutes of receiving the alarm. In summary: Conditions for establishing a fire brigade 1. Whether it is possible to reach the scene of the fire within five minutes of receiving the alarm. 2.
