Moving ring and stationary ring

Generally, grooves are made on the end face of the rotating ring in mechanical seals, rather than on that of the stationary ring. Is it possible to make grooves only on the stationary ring without any grooves on the rotating ring, or to make grooves on both rings? What are the advantages and disadvantages of such an approach compared to having grooves only on the rotating ring?
I see that mechanical seals generally do not have grooves, while dry gas seals have grooves on the cross-section of the stationary ring.
