If only the position or quantity of the pipe openings on the drawings changes, then no seal is required; merely the signatures of the design, review, and approval personnel are sufficient ; A signature and seal shall be provided for any fundamental changes in the materials and structure of the main load-bearing components.

The design drawings are modified by the designers based on the design change notice, and the as-built drawings also need to have signatures from the designers and reviewers confirming the design changes.
