This is very simple. The most economical way is to get a thermocouple and connect it to a secondary meter. When the temperature reaches 90, the secondary meter gives an opening signal to the valve, opens the gate and releases cold water, and then sets a lower temperature limit, such as 80°. When this temperature is reached, it sends a signal to the valve and closes it. Just be careful that the two set temperatures are not too close, otherwise the valve will operate too frequently and be easily damaged. If there are no special requirements, such as explosion-proof, this set can be done for 500 yuan.
