(1) When communicating with foreign companies, the fees are clear: technology transfer fee + process package cost + catalyst cost; domestic design institutes handle the detailed design. (2) How are the fees structured in China? Can the China Institute of Petroleum Sciences or Fuyan provide the process package, with the design institutes only handling the detailed design? The Institute of Petrochemical Sciences or Fuyan can only provide the reactor operating conditions and material balance related to the catalyst. Is this data available for free? The design institute must be able to provide the design parameters for processes such as separation and distillation, which requires it to have a high level of competence; this aspect should be considered part of the process package. The Institute of Rock Mechanics or the Fushun Research Institute can provide information on the operating conditions of the reactor, as well as the composition and yield of the products. These conditions also come with a cost; the fee for our 800,000 tons per year catalytic hydroprocessing unit is quite high. With the conditions provided, things like “Prohibited content – please delete”, LPEC, CEI, and CPE can all be utilized in Fushun. It’s not some highly advanced technology anyway, so why introduce foreign process packages?
