Regulations on Safety Supervision and Management of Boilers and Pressure Vessels Chapter 1 General Provisions Article 1 These regulations are formulated to strengthen the safety supervision and management of boilers, pressure vessels, and pressure pipelines (hereinafter referred to as boilers and pressure vessels) of power stations of China Datang Corporation (hereinafter referred to as the Group Company), prevent blasting accidents, and ensure the safety of equipment and people. Article 2 These regulations are based on the "Safety Production Law", the "Special Equipment Safety Supervision Regulations" of the State Council, etc. * * Relevant laws and regulations are formulated based on the characteristics of the power industry and the actual production of group companies, and are used to stipulate the basic requirements and management relationships for the safety supervision and management of power station boilers and pressure vessels of group companies. Boiler pressure vessels in these regulations include: Boiler body pressure components, components and their connections ； Boiler range piping ； Boiler main safety protection devices and instruments ； The main load-bearing structure of the boiler ； High-pressure and low-pressure heaters, pressure deaerators, various expansion vessels and other thermal system pressure vessels and their safety accessories and ancillary pipelines ； Hydrogen tanks and other non-thermal system pressure vessels ； Main steam pipelines, main water supply pipelines, high-temperature and low-temperature reheat steam pipelines, high-pressure and low-pressure bypass pipelines and other pressure pipelines and their auxiliary pipelines, other drains, exhaust steam, water discharge, instruments, sampling pipes outside the furnace, etc. Article 3 The safety supervision and management of boiler and pressure vessels shall adhere to the policy of "safety first, prevention first", and implement full-process safety supervision and management of the design, manufacturing, installation, operation, inspection, repair and transformation, long-term decommissioning and reactivation of boiler and pressure vessels. Article 4 The chief administrative officer of each enterprise is the first person responsible for the safety of the boiler and pressure vessels of the unit, and is fully responsible for the safety management of the boiler and pressure vessels of the enterprise. Article 5 These regulations apply to all branches, subsidiaries and directly affiliated enterprises of the group company. Chapter 2 Organization and Responsibilities Article 6 The safety supervision and management of boiler and pressure vessels of the group company shall implement three-level management. Article 7 The Group Company shall establish a Boiler and Pressure Vessel Safety Supervision and Management Committee (hereinafter referred to as the Boiler Supervision Committee) to coordinate, deploy and lead the safety supervision and management of the Group Company’s boiler and pressure vessels. Its responsibilities are as follows:: (1) Implementation * * , industry guidelines, policies, regulations, procedures, etc. on safety supervision of boilers and pressure vessels, and formulate rules and regulations for safety supervision and management of boiler and pressure vessels in the group company system ； (2) Responsible for the safety supervision and management of boilers and pressure vessels in the group company system, supervise, guide and coordinate the safety supervision and management of boilers and pressure vessels of various branches, subsidiaries and directly affiliated units ； (3) Guide the training, assessment and management of boiler operators, welders and other special types of work, and provide professional guidance to the welder training institutions and other related training institutions of the group company system ； (4) Organize experience and technical exchanges on the safety supervision and management of boiler and pressure vessel systems of the group company, and organize research and resolution of major technical problems ； Organize technical competitions and examinations for special types of work such as system welding of group companies, etc. ； (5) Participate in the investigation and technical analysis of major boiler and pressure vessel accidents, and formulate relevant technical measures ； (6) Responsible for and * * Liaise with relevant departments and industry management departments and organizations, coordinate and cooperate or be entrusted to organize matters related to safety supervision and management of boilers and pressure vessels. The Group Company’s Pot Supervision Committee has an office responsible for handling the daily affairs of the Pot Supervision Committee. Article 8 All branches and subsidiaries of the group company shall establish the company's boiler and pressure vessel safety supervision and management committee to coordinate, deploy and lead the safety supervision and management of boilers and pressure vessels of power generation enterprises within the company's system. The responsibilities are as follows: (1) Implementation * * , industry and group companies’ guidelines, policies, regulations, procedures, etc. on safety supervision of boilers and pressure vessels, refine the rules and regulations for safety supervision and management of boiler and pressure vessels in the company system, and supervise the implementation ； (2) Responsible for the safety supervision and management of boilers and pressure vessels of the company's system, and supervise, guide and coordinate the safety supervision and management of boilers and pressure vessels of power generation enterprises within each jurisdiction. ； (3) Cooperate with or be entrusted to organize the training, assessment and management of boiler operators, welders and other special types of work, and provide business guidance to welder training institutions and other related training institutions within the jurisdiction ； (4) Organize research and solve important technical problems in boiler and pressure vessels ； Organize technical competitions and examinations for special types of work such as the company's system welders. (5) Participate in the investigation and technical analysis of major accidents of boilers and pressure vessels of power generation enterprises within the jurisdiction, and formulate relevant technical measures ； (6) Responsible and local * * Liaise with relevant departments and industry management departments, coordinate and cooperate or be entrusted to organize and resolve matters related to the safety supervision and management of boilers and pressure vessels. The director of the boiler supervision committee of each branch and subsidiary of the group company is the deputy general manager in charge of production, with offices under it responsible for daily affairs management. Article 9 Each power generation enterprise shall establish a boiler and pressure vessel safety supervision and management committee to be responsible for the safety supervision and management of the unit’s power station boilers and pressure vessels. Its responsibilities are as follows:: (1) Implementation * * , industry and superior companies' policies, laws, regulations, rules and regulations on boiler and pressure vessel safety supervision, etc., and formulate the management system of the enterprise ； (2) Responsible for the safety supervision and management of the company’s power station boilers and pressure vessels ； (3) In terms of business, provide centralized guidance on the company's welders, non-destructive testing personnel, physical and chemical inspection personnel and other special operations personnel with certificates, and guide the management of the company's training and assessment institutions for special operations personnel ； (4) Cooperate in organizing the training of boiler and pressure vessel operating personnel of the enterprise, and organize the learning of relevant boiler and pressure vessel safety technologies and safety management systems. * ； (5) Cooperate with the organization to solve major technical problems existing in the company's boiler and pressure vessel equipment, research and improve technical plans, and supervise the implementation of the plans. Participate in the investigation and analysis of accidents, obstacles and anomalies in power plant boilers and pressure vessels, and formulate corrective measures ； (6) Actively coordinate and cooperate to solve other management matters of boiler and pressure vessel safety supervision. The director of the boiler supervision committee of a power generation enterprise is the deputy general manager (deputy factory director) in charge of production. Each power generation enterprise should also set up a full-time boiler and pressure vessel safety supervision and management engineer (hereinafter referred to as the boiler supervision engineer) to be responsible for the daily management of the unit's boiler and pressure vessel safety supervision. Article 10 Each enterprise must give full play to the role of the electric power research and testing institute that has signed a technical monitoring agreement with the group company, and jointly do a good job in the safety supervision and management of boilers and pressure vessels. Chapter 3 Safety Supervision and Management Article 11 Safety supervision and management of boiler and pressure vessels includes the following contents: (1) Design review in the negotiation of new boiler and pressure vessel procurement contracts ； (2) Supervisory inspection and management of manufacturing quality and safety performance of boiler and pressure vessels ； (3) Supervisory inspection and management of installation quality of boiler and pressure vessels ； (4) Registration and management of boiler and pressure vessels ； (5) Periodic inspection management of in-service boiler and pressure vessels ； (6) Review of major repair and modification plans for boiler and pressure vessels ； (7) Supervision and management of deactivation and reactivation of boiler and pressure vessels. Article 12 The main contents of the design review in contract negotiations for new boiler and pressure vessels include: Design and manufacturing qualification review ； General design drawing review ； Standards used in design and manufacturing ； Standards and requirements for manufacturing supervision and acceptance ； Design and manufacturing information should be provided for the product. The safety technical requirements for imported boilers and pressure vessels should comply with the basic requirements of my country's safety regulations. If they cannot meet the basic requirements of my country's safety regulations under special circumstances, they should obtain * * With the consent of the competent authority, the international standards or a certain country's standard system agreed to by both parties in the contract shall be implemented. Article 13. Manufacturing quality and safety performance supervision inspection must be carried out before installation of boiler and pressure vessels. Supervisory inspection of manufacturing quality and safety performance includes on-site supervisory inspection at the manufacturing plant and on-site supervisory inspection at the installation site. Supervisory inspection must be entrusted to a specialized inspection agency. After the supervisory inspection is completed, a comprehensive supervisory inspection report shall be issued and the overall safety status of the equipment shall be evaluated. Article 14 The installation quality supervision inspection of boiler and pressure vessels shall be carried out by entrusting a special inspection agency to be carried out on the basis of the self-inspection of the installation unit. After the supervisory inspection is completed, an installation quality supervisory inspection report should be issued to evaluate the installation quality. Before the overall hydraulic pressure test of the boiler unit, the supervisory inspection unit should propose a list of rectification defects before the hydraulic pressure test, and submit a comprehensive report on the supervisory inspection before the hydraulic pressure test to evaluate whether the hydraulic pressure test is available. Before the complete trial operation of the boiler unit, the supervisory inspection unit shall submit a comprehensive report on the supervisory inspection before the complete trial operation, list the problems and defects found, propose rectification suggestions, and evaluate whether the boiler meets the conditions for the complete trial operation. Article 15 Before the boiler and pressure vessel is put into operation, technical files must be established in accordance with relevant regulations, updated in a timely manner, and dynamic management implemented. ； Power station boiler pressure vessels must go to relevant departments to register for use and obtain a use certificate in accordance with relevant requirements. Article 16 A regular inspection system shall be implemented for boilers and pressure vessels in service. Periodic inspections include external inspections, internal inspections and over-hydraulic pressure tests. External inspection is an inspection carried out under operating conditions and shall not be less than once a year. External inspection can be organized by the power generation enterprise, or it can be entrusted to a specialized inspection agency. Internal inspection is carried out in conjunction with each overhaul, and its inspection content is included in the standard items of the overhaul plan. Internal inspection must be entrusted to a specialized inspection agency. The overpressure test is generally conducted once every two overhauls ； According to the technical status of the equipment and with the approval of each branch, subsidiary or boiler supervision committee of the group company, the overpressure test cycle can be appropriately extended or shortened. The overpressure test is included in the non-standard items of the overhaul plan. Overpressure tests are organized by power generation companies. Article 17 After the regular inspection of the boiler and pressure vessel in service, the inspection organization unit shall submit an inspection report and each sub-report, evaluate the safety status of the equipment, and propose rectification suggestions. Article 18 Technical plans for major repairs and renovations of boiler and pressure vessels, such as major repairs or replacements of pressure components, group replacement of heating surfaces, or major repairs of steam drums, etc., must be reviewed and approved by each branch or subsidiary of the group company or the boiler supervisory committee of the group company before proceeding. After major repairs and modifications are completed, internal and external inspections or overpressure tests must be carried out. Article 19 When decommissioning boiler and pressure vessels, the decommissioning procedures must be handled by relevant departments in accordance with relevant regulations. If a power station boiler pressure vessel that has been out of service for one year or more is reactivated, it must go through the procedures with the relevant departments in accordance with relevant regulations. Before reactivation, it must be inspected by a specialized inspection unit in accordance with relevant regulations and obtain permission from the superior boiler supervision committee. Chapter 4 Daily Management Article 20 Group companies engaged in safety supervision, inspection, non-destructive testing, physical and chemical inspection, operation, and welder training of power plant boilers and pressure vessels must be trained in accordance with regulations. After passing the assessment, they must obtain corresponding qualifications and hold a certificate to work. Article 21 Boiler supervisory committees at all levels should strengthen inspections of electric power infrastructure and production processes. Problems that seriously threaten the safety of boilers and pressure vessels should be pointed out in a timely manner, and safety supervision notices should be issued to make improvements within a time limit. If changes are not made within the time limit, the parties concerned and the person in charge of the unit shall be criticized and educated, and the responsibilities shall be investigated and dealt with in accordance with the relevant safety production reward and punishment system. Article 22 The boiler supervision committee of the group company, branches and subsidiaries shall hold at least one full committee meeting every year to analyze existing problems in the safety supervision and management of power station boilers and pressure vessels, study countermeasures, and deploy boiler supervision work. Each thermal power generation enterprise holds at least two special meetings every year. The meeting is chaired by the director of the boiler supervision committee to analyze the problems existing in the boiler and pressure vessels of the enterprise's power station, study improvement measures, and ensure the safety of the boiler and pressure vessels of the power station. Article 23 The boiler supervision committee of the group company, branches and subsidiaries must promptly grasp and analyze the information on boilers and pressure vessels reported by each enterprise or technical service agency, strengthen process management, and organize technical exchanges from time to time. Article 24 After an accident occurs with a boiler pressure vessel, it must be reported promptly in accordance with relevant regulations. The unit where the accident occurred must protect the scene and actively cooperate with the accident investigation. Article 25 All enterprises in the group company system shall commend and reward groups and individuals who have made outstanding achievements in the safety supervision and management of boilers and pressure vessels. Groups and individuals whose inability to implement rules and regulations have caused undue losses shall be held accountable for the administrative and economic responsibilities of leaders, functional departments and directly responsible persons according to the responsibility system. In serious cases, the administrative and legal responsibilities of relevant persons responsible shall be held. Chapter 5 Supplementary Provisions Article 26 Each enterprise shall formulate its own implementation rules based on the above provisions. Article 27 The Group Company Supervisory Committee is responsible for interpreting these regulations. Article 28 These regulations shall be implemented from the date of promulgation.
