General Layout Project Inspection Content Inspection Record Conclusions Site Selection 1. The location and classification of the gas station comply with the provisions in Table 3.0.3 of GB50156. 2. Tier 1 gas stations are not located within the built-up areas of cities. 3. The fire separation distances between the process facilities at the gas station and the structures outside the station comply with the requirements specified in Table 4.0.4 of GB50156 (see Appendix 1 for details). 4. For gas stations built in accordance with the original \"Design Code for Small Oil Depots and Gas Stations\" (GB50156—92), during renovation, if the addition of an oil and gas recovery system still does not ensure that the fire separation distances between the oil tanks, vent pipes, and fuel dispensers and any structures outside the station meet the required standards, then explosion-proof barriers must be installed on the gasoline tanks of such stations. The selection and installation of flame arrestor devices comply with the requirements specified in \"Technical Requirements for Flame Arrestor Storage Tanks Used in Automobile Gasoline (Gas) Stations, Light Fuel Vehicles, and Liquefied Petroleum Gas Tankers\" AQ3001. Layout: The fire separation distances between the various facilities within the gas station comply with the requirements specified in Table 5.0.8 of GB50156. 2. The vehicle entrance and exit are located separately. 3. The enclosure of gas stations shall comply with the following requirements: ① When the distance between the process facilities of a gas station and the buildings and structures outside it is less than or equal to 25 m, or less than or equal to 1.5 times the fire protection distance specified in Table 4.0.4 of GB50156, a non-combustible solid wall with a height of not less than 2.2 m shall be installed on the adjacent side. ②When the distance between the process facilities at the gas station and the structures outside the station is more than 1.5 times the fire protection distance specified in Table 4.0.4 and also more than 25 m, a partition wall shall be installed on the adjacent side. ③The side facing the entrance and exit roads is equipped with a non-physical fence or left open. 4. The parking lots and roads within the station area shall comply with the following requirements: ① The width of a single lane shall be no less than 3.5 m, and the width of a double lane shall be no less than 6 m. ②The road slope shall not exceed 6%. ③The on-site parking lot and road surfaces do not use asphalt. 5. The canopies installed at fueling islands and vehicle fueling areas shall be made of non-combustible materials, with an effective height of not less than 4.5 m. 6. The fueling island shall meet the following requirements: ① The fueling island is 0.15–0.2 m above the floor level of the parking lot. ②The width of the fueling island shall be not less than 1.2 m. ③The pillars of the canopy on the fueling island shall be at a distance of not less than 0.6 m from the end of the island. HVAC, building greening HVAC, building greening 1. The hot water boiler room located within the station building must meet the following requirements: ① The boiler room shall be separated from other rooms by partition walls with a fire resistance rating of not less than 3 hours. ②When coal-fired boilers are used, the outlet of the boiler chimney must be at least 2 meters above the roof, and effective measures must be taken to prevent sparks from escaping. ③When using a gas water heater for heating, the heater is equipped with safety features such as a smoke exhaust system and a flameout protection device. 2. The station building and other auxiliary structures within the gas station must have a fire resistance rating of no less than grade two. When the load-bearing components of the canopy roof are made of steel structures, its fire resistance rating can be 0.25 hours, and the other parts of the roof shall not be constructed from combustible materials. 3. When the heating pipes inside and outside the gas station are laid in trenches, the trenches should be filled with sand tightly, and sealing measures should be taken at the points where they enter and exit the building. 4. In gas stations, the floors of rooms located in areas at risk of explosion shall be made of spark-proof materials. 5. No commercial accommodation, dining, entertainment, or other facilities shall be constructed within the gas station. 6. In gas stations, rooms located in areas at risk of explosion must be equipped with ventilation systems that comply with the following requirements: ① When forced ventilation is used, the ventilation capacity of the ventilation equipment shall be 15 air changes per hour while the process equipment is in operation, and 5 air changes per hour when the process equipment is not in use. ②When natural ventilation is used, the total area of the vents must be at least 300 cm2 per m2 of floor area; there must be no less than 2 vents, which should be located near areas where flammable gases may accumulate. 7. When a coal-fired boiler room and a coal-fired kitchen are built together with the station building, a separate entrance shall be provided, and the partition wall between them shall be a fire wall. 8. There are no underground or semi-basement structures in the gas station. 9. Leak prevention and spark prevention measures shall be taken for operation wells and drainage wells located in areas at risk of explosion. 10. Oil-based plants shall not be planted inside gas stations. Fire protection facilities and water supply/drainage: 1. The fire extinguishing equipment installed at gas stations shall comply with the following requirements (see Appendix 2 for details): ① For every 2 fuel dispensers, there shall be no less than 2 4kg portable dry powder fire extinguishers, or 1 4kg portable dry powder fire extinguisher together with 1 6L foam fire extinguisher. If there are less than 2 refueling units, 2 units shall be counted. ②The underground storage tank is equipped with 1 35 kg push-type dry powder fire extinguisher. When the distance between the storage tanks of the two media exceeds 15 m, they are installed separately. ③Primary and secondary gas stations are equipped with 5 fire blankets and 2 m3 of sand ; Grade 3 gas stations are equipped with 2 fire blankets and 2 m3 of sand. ④The fire extinguishing equipment installed in the remaining buildings complies with the provisions of the current **standard, the “Code for Design of Fire Extinguisher Installation in Buildings”. 2. The drainage from gas stations shall comply with the following requirements: ① When rainwater is drained outside the station through open ditches, a water seal device shall be installed before it exits the enclosure. ②For the wastewater discharged from buildings or fences, water seal wells are installed either outside the building walls or inside the fences. The water seal height of the water seal well shall be not less than 0.25 m ; The water seal well is equipped with a sludge settlement section, the height of which shall be not less than 0.25 m. ③The wastewater generated from cleaning oil tanks is collected and treated centrally, and does not enter the drainage pipes directly. ④The wastewater discharged outside the station meets **the relevant wastewater discharge standards. ⑤Gas stations do not use hidden ditches for drainage. Safety signs 1: There are safety signs indicating no smoking, no open flames, and no use of mobile communication devices. 2. There are traffic signs for entrances and exits, as well as signs indicating speed limits, height restrictions, and lane directions. IV. Processes and Facilities – Project Inspection Contents, Inspection Record Conclusions: Oil Tanks 1. The oil storage tanks are horizontal types; they meet the strength requirements under external pressures, and possess good corrosion resistance as well as electrostatic discharge properties. The thickness of the steel plates used in steel oil tanks shall be not less than 5 mm. 2. The gasoline tanks and diesel tanks shall be installed underground, not in indoor areas or basements. 3. The anti-corrosion treatment of the outer surface of the oil tank complies with the relevant provisions of the **current standard \"Design Code for Corrosion Control of Steel Pipelines and Storage Tanks\" SY007, and an anti-corrosion insulation coating of at least the enhanced grade is used. 4. When the oil tank is at risk of floating due to groundwater or rainwater, measures should be taken to prevent it from floating. 5. An operation well shall be provided for the manhole of the oil tank. 6. The thickness of the soil covering on the top of the oil tank shall be not less than 0.5 m. Around the oil tank, fill in clean sand or fine soil with a thickness of not less than 0.3 m. 7. For buried oil tanks located in water source protection areas or above underground structures, protective measures shall be taken to prevent leakage and spread, and leakage detection facilities shall be installed. 8. The various connection pipes of the oil tank are located at the top of the tank. 9. The oil inlet pipe of the oil tank extends downward into the tank to a position 0.2 m above the tank bottom. 10. When a self-priming fuel dispenser is used, a bottom valve is installed at the bottom end of the oil outlet pipe in the fuel tank. 11. The oil measuring hole of the oil tank is equipped with a locked oil measuring cap. Process system: 1. The unloading of oil from tank trucks is carried out using a sealed unloading method. 2. The fuel dispenser is not located indoors. 3. When self-priming fuel dispensers are used, each dispenser is equipped with a separate inlet pipe for each type of fuel to be dispensed. 4. When a oil vapor recovery system is used, the following requirements must be met: ① Manual valves shall be installed at the interfaces of the oil vapor recovery pipes on the tank trucks. ②Quick connectors and plugs are provided at each operating interface of the sealed oil unloading pipeline. ③The oil tank is equipped with a level gauge that has a high liquid level alarm function. 5. When the fixed process pipelines at gas stations are made of steel pipes, the connection of buried steel pipes is achieved through welding. 6. The connection hoses used for unloading oil from tank trucks, as well as those for oil and vapor recovery, shall be anti-static and oil-resistant hoses, with a nominal diameter of not less than 50 mm. 7. The process pipelines within the gas station are laid underground and do not pass through buildings or structures such as the station building. When oil pipelines intersect with ducts, cables, and drainage ditches, appropriate leak prevention measures should be taken. 8. The inlet pipes, vent pipes, and oil and gas recovery pipes connected to the oil tank shall all slope toward the tank, with a slope of not less than 2‰. 9. The design pressure of the oil pipeline system shall be no less than 0.6 Mpa. 10. The anti-corrosion design of the outer surface of the buried process pipelines complies with the relevant provisions of the **current standard \"Design Code for Corrosion Control of Steel Pipelines and Storage Tanks\" SY007, and an anti-corrosion insulation coating of at least the enhanced grade is used. 11. The installation of vent pipes for oil tanks shall, in addition to complying with Article 5.0.8 of GB50156, also meet the following requirements: ① The vent pipes for gasoline tanks and diesel tanks shall be installed separately. ②The pipe outlet is 4 meters or more above the ground level. ③The outlet of the vent pipe, which runs upward along the walls (columns) of the building, is located 1.5 m or more above the roof surface of the building. ④When a oil vapor recovery system is used, the distance between the vent opening and the fence can be reduced appropriately, but it must not be less than 2 m. ⑤The nominal diameter of the vent pipe shall be not less than 50 mm. ⑥A flame arrester is installed at the outlet of the vent pipe. ⑦When oil vapor recovery systems for unloading and refueling are used, mechanical breather valves are installed at the outlets of the gasoline vent pipes. 12. The ethanol gasoline facilities in the gas station comply with the provisions of the \"Design Specifications for the Storage and Transportation of Ethanol Gasoline for Vehicles\". V. Electrical Equipment – Inspection Items, Inspection Records, and Conclusions Power Supply and Distribution Power Supply and Distribution 1. The power supply system at the gas station is equipped with separate metering devices. 2. Emergency lighting is installed in the fire pump rooms, canopies, business offices, and other areas of grade I and II gas stations. 3. When a small internal combustion generator set is installed at a gas station, a flame arrester is installed at the exhaust pipe outlet of the internal combustion engine ; The horizontal distance from the smoke exhaust outlet to the boundary of each explosion-hazardous area shall comply with the following requirements: ① When the smoke exhaust outlet is below 4.5 m above the ground, this distance shall be not less than 5 m. ②When the smoke exhaust outlet is 4.5 m or more above the ground, it shall be no less than 3 m. 4. The section of the cable that passes through the roadway shall be protected by steel pipes. 5. When cables are laid in cable trenches, the trenches should be filled tightly with sand. Cables should not be laid in the same trench as oil pipelines or thermal pipelines. 6. The selection, installation of electrical equipment, and the laying of power lines in the explosion-hazardous areas within gas stations shall comply with the provisions of the Code for Design of Electrical Installations in Explosive and Flammable Environments GB50058. 7. Energy-efficient lighting fixtures with a protection rating of at least IP44 should be used for the lighting under the canopies in gas stations. Lightning and static electricity protection: 1. Oil tanks must be equipped with lightning protection grounding, with no fewer than two grounding points. 2. When the lightning protection, anti-static grounding, working grounding of electrical equipment, protective grounding, and grounding of information systems at a gas station all share the same grounding system, its grounding resistance shall not exceed 4Ω. 3. When separate grounding devices are installed for lightning protection and anti-static grounding at the gas station, for the operational grounding of electrical equipment, for protective grounding, and for the information system, the grounding resistance of the lightning protection grounding device for the oil tanks, as well as the grounding resistance of the grounding devices at both ends of the wiring cables’ metal coatings and at both ends of the protective steel pipes, shall not exceed 10Ω ; The protective grounding resistance shall not exceed 4Ω ; The grounding resistance of the grounding devices at the start, end, and branches of the above-ground oil pipelines shall not exceed 30Ω. 4. The buried oil tanks and the process pipelines above ground shall be electrically connected to each other and grounded. 5. When buildings such as station houses and canopies in gas stations need protection against direct lightning strikes, lightning protection strips (nets) are used for protection. 6. The information system of gas stations uses armored cables or wires routed through steel pipes. Both ends of the metal sheath of the wiring cable, as well as both ends of the protective steel pipe, are grounded. 7. When the power distribution lines of the gas station information system are connected to electronic devices at both the start and end points, overvoltage (surge) protectors suitable for the voltage tolerance level of those electronic devices should be installed. 8. The metal outer sheath of the cables in the power supply system, or both ends of the cable metal protective tubes, shall be grounded. An overvoltage (surge) protector suitable for the voltage tolerance level of the equipment shall be installed at the power supply end of the power supply and distribution system. 9. At the beginning, end, and branching points of oil pipelines laid above ground or in trenches, combined grounding devices for preventing static electricity and induced lightning shall be installed, with a grounding resistance not exceeding 30Ω. 10. An anti-static grounding device for use when unloading gasoline tankers at the gas station should be installed at the unloading area. 11. Metal wires should be used for bonding at connections such as flanges on oil pipelines and the ends of hoses in areas prone to explosions. When there are no less than 5 connection bolts on the flange, bypass wiring is not required in a non-corrosive environment. 12. The grounding resistance of the anti-static grounding device shall not exceed 100Ω. 13. The lightning and static electricity protection devices have passed the testing and are still within their valid period of certification. Note: (1) This table is applicable to the safety assessment of the handling of hazardous chemicals at gas stations (excluding mobile gas stations). (2) Fill in the actual on-site conditions in the “Inspection Record” column of the table; it is mandatory to fill in those items for which the inspection conclusion is “Non-compliant”. (3) In the “Conclusion” column of the table, fill in “Compliant”, “Non-compliant” or “Irrelevant” according to the actual inspection results; the field must not be left blank. (4) The evaluation agency may add inspection items on its own as needed for the work, but it shall not remove any inspection items. (5) The evaluation conclusion meets the safety requirement condition when the inspection results for all inspection items are either “compliant” or “irrelevant”.
