Problems with the pneumatic testing of the heat transfer medium jacket

Previously, after a successful pressure test, the heating medium was added to the container. After that, due to certain reasons, the heating medium was removed from the container; after carrying out repairs on the equipment, it was necessary to conduct another pressure test and add the heating medium again. The problem now is that there is material inside the container, the pressure inside is at atmospheric level, and it’s not possible to remove the material. Therefore, a pressure test needs to be conducted on the jacket while the container still contains material. I’m not sure what the safest way to do this is. Please share your insights – are there any standards regarding conducting pressure tests with material still inside the container? Has anyone encountered this situation?
The key is whether there is a way to conduct pressure testing and whether it is possible to carry out inspections. As long as these can be done, it doesn’t matter whether materials are used or not. But I’m afraid it’s quite difficult to operate
The key question is what causes the heat transfer medium to be released. 1. If it is related to the inner cylinder-------pressure testing with discharge must be carried out. 2. If it is not related to the inner cylinder-------the jacket can be pressure-tested in accordance with technical requirements (while keeping pressure on the inner cylinder)
