Seeking advice on offline testing (single-circuit testing) plan

The installation of the utility instruments for a certain project has been largely completed, and it is about to enter the commissioning phase. Offline testing (single-circuit testing) is originally part of the commissioning process for individual subsystems and should be carried out by specialized commissioning firms; however, the project owner now requires our construction team to develop a plan, with the commissioning firm being responsible for the acceptance process. Since I’ve never done this before, I don’t have any information available. I would be extremely grateful if any expert could provide some reference materials!
