Question: Why is there a registration time limit to receive red envelopes?

The cleaners are very considerate of the new students and set up some opportunities to receive red envelopes, but there are often some registration time limits. What is the question? You can even skip a grade in school. Why are there time limits and seniority ranking here?
It’s no problem to skip a level, but will you get a red envelope when you skip a level? It’s better to give nothing than nothing, haha. You are pretty awesome, you posted so many posts in just two days after registering.
The forum has forum rules. If there are no rules, wouldn’t it be chaos?
