Design issues for factory building stairs

We have a factory building of about 50 meters in length, equipped with a enclosed staircase, an elevator, and an outdoor staircase. The problem now is that the outdoor staircase cannot be placed on the top floor due to the equipment installed there; I’m not sure whether the regulations allow this
First, you need to specify whether it is a factory building with Class A/B/C fire hazards. If there are a large number of devices installed on the roof, I believe the protection should extend up to the roof as well.
The regulations require two safety exits and specific evacuation distances; firstly, elevators cannot be used as safety evacuation exits. Does the top layer refer to the part above the roof? Is it not necessary to have someone operating it frequently? It is recommended to refer to Article 3.7.2 of the Building Code.
Dangerous work areas should also be equipped with an escape slide (the kind used in kindergartens)
