5 PVC projects in the Aksu Region

In 2009, following the principle of maximizing the utilization of resource advantages, the Aksu region formulated a plan for allocating resources to major construction projects. It made significant efforts to develop coal coking and salt chemical industries, aiming to start construction on PVC production projects involving 3.4 million tons of output from 5 enterprises within that year, so as to achieve new progress in the development of these industries in the region. Among the 5 PVC projects, the 600,000-ton PVC project in Henan Yongmei plans to invest 200 million yuan this year to utilize local coal, limestone, and salt resources to supply raw materials for its project. The Baise Zhongtai project, with an annual production capacity of 600,000 tons of coke, has been constructed by Henan Yongmei Holdings; the coal washing plant and the coke plant have been largely completed. The 1 million-ton PVC project in Shanxi Jinhui has made breakthrough progress; applications for exploration rights for salt and limestone, as well as exploration activities, have already been undertaken. The feasibility studies for this project and the associated circular economy initiatives, along with those for the first phase of the 900,000-ton coking project, are currently under review. For the 600,000-ton PVC project carried out by Guodian and Xumine, the enterprises and the local authorities have signed investment agreements. Guodian has secured the necessary coal resources, and the relevant procedures have been submitted to the Ministry of Land and Resources for approval. Xumine has conducted multiple investigations into the local resources such as coal, salt, and limestone, and has signed comprehensive investment agreements for salt chemical industries, etc., to ensure that the thermal power plant project can start construction within this year. The 600,000-ton PVC project in Xinjiang Xiangyun has been put on hold due to a lack of funds on the part of the owner; efforts are currently being made to attract new investors to carry out the construction work. Polyvinyl chloride boasts notable advantages such as abundant raw materials (oil, limestone, coke, table salt, and natural gas), a mature manufacturing process, low cost, and wide range of applications; it has now become the second most widely used general-purpose resin in the world, after polyethylene resin. A responsible official from the regional economic department said that the implementation of these projects has played a significant role in transforming resource advantages into economic advantages, extending the industrial chain, and promoting the development of a coal-coking and salt-chemical industry base.
