Upon graduation, I submitted my resume to a foreign company of my choice in the production sector; I attended an interview but performed poorly in English and was not hired. I have been working for nearly a year and would like to submit my resume to my former company again. I would like to ask the seniors here: does HR care about this?
It depends on whether the reason for not being selected back then was poor English, and whether English skills have improved significantly now; if that’s indeed the case, then it doesn’t matter to give it a try.
It’s worth applying over and over until the company you want hires you.
Where there's a will, there's a way. Go ahead; the examiner might not be the same person as before. Besides, he may not necessarily have any preconceptions or biases against you.

The interviewers might have already forgotten you; they still don’t know how many people they need to interview, so how could they remember one person in such detail? It is recommended to submit the resume again.
