This article provides a detailed interpretation of the key points of the latest revised "Coking Industry Access Conditions". Over the past four years since the "Coking Industry Access Conditions" were implemented, with the unremitting efforts of coking enterprises and coking workers, the industrial structure, industrial structure optimization, industrial chain extension and industrial layout of my country's coking industry have been greatly improved. ; Technological progress, technological innovation, continuous improvement of technical equipment, and the acceleration of the trend of large-scale coke ovens ; Remarkable results have also been achieved in eliminating backwardness, energy conservation, emission reduction, and environmental governance. It has enriched and developed coking technology and enterprise management in China and even the world. By the end of 2008, the total coke production capacity of enterprises above designated size in my country had exceeded 400 million tons. Among them, the production capacity of conventional coke ovens is about 386 million tons, the production capacity of heat recovery coke ovens is about 25 million tons, and the production capacity of semi-coke (blue charcoal) furnaces is about 23 million tons. However, there are many coking enterprises in our country and the industrial concentration is low. The work of industry structural adjustment, energy conservation and emission reduction, industrial upgrading and elimination of backwardness is still very arduous and has a long way to go. at the same time, * * In order to achieve the long-term coordinated and sustainable development of the national economy, the strategic policy of "saving resources and energy, environmental friendliness and circular economy" and a series of supporting policies, regulations, systems, etc. need to be fully implemented by the coking industry. For this reason, on the basis of summary, it is necessary and timely to revise and promulgate the "Coking Industry Access Conditions". 1. Basic structural features of the newly revised "Coking Industry Access Conditions" The newly revised "Coking Industry Access Conditions" include: General principles and chapters such as production enterprise layout, technology and equipment, main product quality, resource (energy) consumption and comprehensive utilization of by-products, environmental protection, technological progress, supervision and management, supplementary provisions, etc. Promulgated on December 16, 2004 * * Compared with the NDRC Announcement No. 76 "Coking Industry Access Conditions", the original preface was changed to general principles, and the definitions of conventional coke ovens, heat recovery coke ovens and semi-coke (blue carbon) coke ovens were given. It comprehensively explained the characteristics and resource utilization of coke oven types and equipment currently used in large-scale production in China. It unified the understanding of the definition of coke oven types in China. It will more comprehensively and effectively manage all coking equipment and enterprises, and play a positive role in standardizing and coordinating the development of the coking industry. Other chapters still follow the structure of 1, 2,... and appendices. But one chapter has been added to the total chapter, namely Chapter 6: Technological progress is a highlight of the newly revised "Coking Industry Access Conditions". The purpose is to promote the fruitful results achieved by the coking industry in recent years in terms of "technological innovation, technological progress and technical equipment improvement, etc." in order to promote the realization of the sustainable development strategic goals of "saving resources and energy, environmental friendliness and circular economy" in the coking industry. This access condition applies to conventional mechanical coke ovens, semi-coke (blue charcoal) coke ovens and existing heat recovery coke oven production enterprises as well as coking coal chemical by-product processing and production enterprises. Conventional mechanical coke oven refers to a production device with separate carbonization chamber and combustion chamber, in which coking coal is isolated from the air and indirectly heated and carbonized into coke, and is equipped with gas purification and chemical product recycling. Coal loading methods include top loading and tamping side loading. Semi-coke (blue charcoal) carbonization furnace is a production device mainly producing semi-coke (blue charcoal) using non-stick coal, weakly caking coal, long-flame coal, etc. as raw materials, and performing medium and low-temperature carbonization at a carbonization temperature below 750°C. Heating methods are divided into internal heating and external heating. Heat recovery coke oven refers to a coke production device that operates at a slight negative pressure in the coke oven carbonization chamber, mechanizes tamping, coal loading, coke extraction, and recovers and utilizes the waste heat of coking combustion exhaust gas. Mainly produces casting coke. It can be seen that the new "Coking Industry Access Conditions" were revised on the basis of the phased results achieved in the coking industry, such as vigorously eliminating soil coke, improving coke, shutting down and transforming small machine coke and other backward production capabilities, and effectively curbing blind expansion. The promulgation purpose and scope of application of the "Access Conditions" were clearly put forward, and management of heat recovery coke ovens, blue char production and coking coal chemical by-product processing and production enterprises was added. In this sense, the newly revised "Coking Industry Access Conditions" achieves full coverage of the management of production enterprises in the coking industry. It has solved the shortcomings of the past that basically only managed enterprises producing conventional coke ovens, achieved standardized management of the entire coking industry, and played a leading role in the development of the entire coking industry. 2. The key points of "Chapter 1 Production Enterprise Layout" are stated more clearly and clearly, fully considering the construction of a harmonious society, paying attention to environmental protection and coordination, and adding that the site selection of new or expanded coking enterprises must comply with "urban construction and development planning, land use planning, environmental protection and pollution prevention planning, mineral resources planning and * * Contents of "Coking Industry Structural Adjustment Planning Requirements" ; At the same time, taking into account the resource utilization advantages of supporting coking process projects for existing steel production enterprises, the construction areas of such projects are clearly defined. When selecting and constructing coking enterprises, it was also added that "coking production enterprises shall not be built within the scope of the "Sanitary Protection Distance Standard for Coking Plants" (GB11661-89) in residential areas, legally established nature reserves, scenic spots, cultural heritage reserves, world cultural and natural heritage and forest parks, geological parks, wetland parks and other protected areas, as well as drinking water source protection areas." The above modifications make the site selection and construction of coking enterprises pay more attention to the scientific nature, standardization and coordination with the environment of industrial planning and layout, embodying the sustainable development concept of 'people-oriented, ecological harmony'. 3. Key Points of "Chapter 2 Process and Equipment" Process and equipment are the focus of this revision. Based on summarizing the coking enterprises in recent years, it puts forward clear and specific requirements for the scale of industry enterprises, necessary equipment and supporting facilities, and plays a leading and promoting role in the development and improvement of coking enterprises. It is also the core of the revision of the "Coking Industry Access Conditions". Compared with the 2004 "Coking Industry Access Conditions", it has the following major highlights:: First, the clear requirement is that “newly built, renovated and expanded coking production enterprises should meet the requirements of energy conservation, environmental protection and comprehensive utilization of resources, and achieve reasonable economies of scale. ” The second is to put forward specific requirements for the furnace type, production capacity and supporting facilities of various types of coke ovens. The orientation is to increase the scale of coke ovens and production capacity, complete the supporting facilities, and achieve resource recycling and effective utilization. For example, the specific regulations for coke ovens are: Conventional machine coke oven: The height of the new top-mounted coke oven carbonization chamber must be ≥6.0 meters and the volume must be ≥38.5m3 ; The height of the carbonization chamber of a new tamped coke oven must be ≥5.5 meters, the volume of tamped coal cake must be ≥35m3, and the enterprise's production capacity must be 1 million tons/year and above. Semi-coke (blue charcoal) carbonization furnace: The single furnace production capacity of the new vertical carbonization furnace is ≥75,000 tons/year, the production capacity of each group is ≥300,000 tons/year, and the enterprise production capacity is 600,000 tons/year and above. Heat recovery coke oven: The company's production capacity is 400,000 tons/year and above. Heat recovery coking technology should continue to be improved. New heat recovery coke oven projects are prohibited. When steel companies build new coke ovens, they must simultaneously build coke dry quenching devices and corresponding dust removal devices. The specific requirements put forward by the above-mentioned furnace types are the core and highlights of the revised "Coking Industry Access Conditions". Based on comprehensive factors such as the large-scale coke ovens, operating costs of environmental protection facilities and corporate benefits, as well as the development trend of coking technology, the "access" threshold for companies to build new coke ovens of this type has been raised. It is a promotion for the large-scale development of coke ovens, the improvement of the overall level of coking technology and equipment, and the adjustment of industrial structure. The regulations for semi-coke (blue charcoal) carbonization furnaces are "the single furnace production capacity of new vertical carbonization furnaces is ≥75,000 tons/year, the production capacity of each group is ≥300,000 tons/year, and the enterprise production capacity is 600,000 tons/year and above." In view of the fact that semi-coke production has successfully developed and normally operated a batch of "upright carbonization furnaces with single furnace production capacity ≥ 75,000 tons/year, and each group production capacity ≥ 300,000 tons/year furnace type", it will surely play a strong leading role in further promoting the large-scale semi-coke production enterprises and equipment, and promoting the optimal utilization of low-denatured coal resources. For heat recovery coke ovens, the "Access Conditions" stipulate as follows: "The enterprise has a production capacity of 400,000 tons/year and above. Heat recovery coking technology should continue to be improved. New heat recovery coke oven projects are prohibited.” This type of furnace has appeared in China for 9 years and has some characteristics in terms of coal resource utilization, special product needs and environment. Although it has begun to take shape through the unremitting efforts and improvement of coking workers, it has also developed a relatively complete production and technical management experience. Compared with conventional coke ovens, it still needs to be continuously summarized and improved. To this end, it is concluded that heat recovery coking technology should continue to be improved. Regulations prohibiting new heat recovery coke oven projects'. This regulation is exploratory and aims to promote the development and maturity of this type of coking technology and determine its survival through long-term market testing. develop. The "Access Conditions" also proposed that new coke ovens built by iron and steel enterprises must simultaneously build coke dry quenching devices and corresponding dust removal devices. ’This is mainly based on the development of coke dry quenching technology in China in recent years, especially the construction of multiple sets of dry coke quenching devices in the coking plants of steel companies. Coke dry quenching has obvious effects on energy conservation, improving coke quality and thus reducing the ironmaking coke ratio. In some large iron and steel complexes, dry coke quenching has gradually become a preferred process. However, from the perspective of production practice, the control and control of local environment, especially fine dust, still needs to be solved well. In addition, the improvement of its economic benefits still depends on the reduction of project construction costs and the optimization of operating parameters. In terms of the utilization and balance of coking wastewater, independent coking enterprises lack the multi-level utilization and consumption space of iron and steel complex enterprises. Therefore, it is proposed that new coke ovens of iron and steel enterprises should simultaneously build coke dry quenching devices and corresponding dust removal devices. ’It takes into account the actual ownership situation of China's coking enterprises and reflects scientific rationality. The third is to pay more attention to the comprehensive and efficient utilization of resources such as gas, chemical by-products and waste heat, and emphasize the construction of supporting gas purification, chemical recovery and gas utilization facilities. Gas Purification and Chemical Product Recovery Coking production enterprises should simultaneously build supporting gas purification (including desulfurization, decyanation, and deamination processes), chemical product recovery devices, and gas utilization facilities. For heat recovery coke ovens, it is added that heat recovery coke ovens should be equipped with heat energy recovery and flue gas desulfurization and dust removal devices simultaneously. ’The special regulations are based on the characteristics of the heat recovery coke oven process, the requirements for effective recovery of coking waste heat and effective utilization of heat energy, and at the same time, effective management of environmental protection. Fourth, the basic scale and process technology used for the processing and production of chemical products such as coal tar, coked benzene, and coke oven gas to produce methanol are clearly defined. Its purpose is to encourage and guide the centralized processing of chemical by-products and reduce the environmental pollution caused by processing and technology. It clearly proposes to eliminate coal tar processing units with an annual processing capacity of less than 100,000 tons and pickling crude (light) benzene refining units. The specific provisions are as follows: “The newly built coal tar processing unit should be able to process 150,000 tons of anhydrous coal tar per year and above. ; The newly built crude (light) benzene refining unit should adopt advanced production processes such as benzene hydrogenation, and a single unit should reach 50,000 tons/year or more. ; The existing coal tar processing equipment and pickling method crude (light) benzene refining equipment with a single processing scale of less than 100,000 tons/year should be gradually phased out." “The newly built single unit of methanol production from coke oven gas should reach 100,000 tons/year and above." The fifth is to pay more attention to environmental protection, accident prevention and production safety. Another highlight of the revision of the "Access Conditions" is the addition of a section on "Environmental Protection, Accident Prevention and Safety", and based on recent developments * * Regarding relevant regulations and enterprise production practices, a special section is set up to protect the environment, work safety, prevent accidents and other relevant employees and the public's interests, put forward the basic principles and requirements of these regulations, and make seven provisions. Its content is: Coking enterprises should strictly implement * * Environmental protection, energy conservation and emission reduction, labor safety, occupational health, fire protection and other relevant laws and regulations. Dust suppression and dust removal facilities such as coal yards, crushing, coal loading, coke pushing, coke quenching, and coke screening and transport, as well as coke quenching water closed-circuit circulation, exhaust gas desulfurization and dust removal, and sewage treatment devices should be constructed simultaneously and run normally. Specifically:: (1) Conventional mechanical coke oven enterprises should construct secondary biochemical treatment facilities, reuse systems and production sewage accident storage tanks (pools) for phenolic and cyanide-containing production sewage in accordance with design specifications. (2) The ammonia circulation pool and tar separation pool of enterprises producing semi-coke (blue charcoal) should be built above the ground. Production sewage should be equipped with effective treatment facilities such as sewage incineration or ammonia evaporation, dephenolization, and decyanization biochemical treatment, and production sewage accident storage tanks (pools) should be constructed in accordance with design specifications. Production wastewater is strictly prohibited from being discharged outside. (3) Heat recovery coke oven enterprises should be equipped with flue gas desulfurization and dust removal facilities and sulfur dioxide online monitoring and control devices. (4) Coking production enterprises should adopt reliable dual-circuit power supply ; An automatic ignition device should be installed in case of accidental release of coke oven gas. (5) The chemical product production equipment area, storage tank area and production sewage tank of the coking production enterprise should undergo standardized anti-leakage treatment. Cofferdams should be set up around the oil storage area to prevent spillage and leakage. (6) Standardize the construction of sewage outlets, install continuous automatic monitoring and automatic monitoring systems on coke oven chimneys, ground dust collection station exhaust chimneys and wastewater main outlets, and network them with the environmental protection department. (7) Coking production enterprises should build accident pools and fire-fighting accident pools of sufficient capacity. This not only puts forward clear and specific requirements for enterprises in "environmental protection, accident prevention and safety", it is also a summary of the production experience of the industry and enterprises over the years, and it also puts forward clear requirements for different furnace types based on their production characteristics, which is very operable. such as in regulations: ‘Conventional coke oven enterprises should build secondary biochemical treatment facilities, reuse systems and production sewage accident storage tanks (pools) for production sewage containing phenol and cyanide. ; For enterprises producing semi-coke (blue charcoal), the ammonia circulation pool and tar separation pool should be built above the ground. Key points of "Chapter 3 Main Product Quality" This section has been revised to add entries for semi-coke products, methanol, tar and benzene processing and other chemical products, and indicate the reference to the latest quality standards. Semi-coke (blue charcoal) should refer to the YB/T034-92 standard, and crude tar should comply with the YB/T5075-1993 standard (the tar produced by semi-coke should refer to it). There is no emphasis on producing X-grade products. This mainly considers the market diversification needs of the product. 5. Key points of "Chapter 4 Resource (Energy) Consumption and Comprehensive Utilization of By-Products" Saving resources and energy is the basis for the coordinated and sustainable development of the industry. This access conditions agreement quotes recent developments. * * Standards related to energy consumption, such as the "Coke Unit Product Energy Consumption" standard (GB21342-2008) and the actual production situation, have been advanced and abandoned. According to the characteristics of various types of furnaces, conventional coke ovens, heat recovery coke ovens and semi-coke (blue charcoal) furnaces have been stipulated and characteristic indicators have been proposed. The overall focus is on energy saving, water saving and effective use of resources. And express the list of indicators to make it clear at a glance and specify the: 1. Heat recovery coke oven waste heat power generation per ton of coke: When the dry basis volatile content of the coal entering the furnace is 17%, the power generation per ton of coke is ≥350KWh ; When the dry basis volatile content of the coal entering the furnace is 23%, the power generation per ton of coke is ≥ 430KWh. 2. Comprehensive utilization of coking by-products. Coke oven gas produced by coking production enterprises should be fully recycled and utilized and must not be released. ; Coal tar and benzene chemical industrial products must be recycled and concentrated deep processing is encouraged. Compared with the 2004 "Coking Industry Access Conditions", indicators such as energy consumption per ton of coke, new water consumption, water recycling rate, coke oven gas utilization rate, etc. have all been improved, while indicators such as coking heat consumption and power consumption per ton of coke have been cancelled, mainly based on 1. Comprehensive energy consumption has covered coking heat consumption ; 2. The power consumption of coking enterprises will be greatly improved by improving environmental protection facilities and adopting dry coke quenching technology. However, the current power consumption per ton of coking coke is average.: 40 ~ 45kwh/ton of coke, instead of the original stipulated power consumption per ton of coke ≤ 35 kwh/ton of coke, there is still an upward trend, and the assessment of comprehensive energy consumption has already included it. In the standard, the impact of the volatile content of the charging coal on the coke formation rate and the power generation of the heat recovery coke oven were also taken into consideration, and corrections were made and specific indicators were listed separately to strive to be fair and reasonable. More maneuverable. At the same time, more emphasis is placed on the effective utilization and concentrated deep processing of coking by-products to promote the optimal utilization of overall resources and improvement of economic benefits in the coking industry. This time, the concept of comprehensive energy consumption was used in the energy consumption assessment. The assessment standard value was based on the "Energy Consumption per Coke Unit Product" standard (GB21342-2008) promulgated on January 9, 2008 and implemented from June 1, 2008.: “The comprehensive energy consumption per coke unit product of existing coke production enterprises or processes should not be greater than 165kgce/t (155kgce/t)”, and the corresponding values using different power conversion coefficients should be noted. This solves the problem of abnormally high and abnormally low energy consumption caused by differences in calculation ranges and conversion coefficients in some companies' calculations of coking process energy consumption. Moreover, the new standard value is 5 kgce/t lower than the energy consumption of 170 kgce/t in the 2004 version, which is equivalent to saving energy consumption by 2.95%. In the heat recovery coke ovens newly included in the assessment, the indicators of burnout rate and power generation per ton of coke under different volatile contents of coal are added, with the purpose of reducing coal loss and effective recovery and utilization of heat energy in such coke ovens. ; In the production of semi-coke, different comprehensive energy consumption standards are stipulated taking into account the differences between internal heat and external heat furnace types. This time, in the comprehensive utilization of coking by-products item, it is proposed that "coke oven gas should be fully recycled, coal tar and this type of chemical industrial products must be recycled, and concentrated deep processing is encouraged." The purpose is to realize the full recovery of coking resources, and guide the centralized processing and deep processing of chemical by-products from coking production, improve the comprehensive economic benefits of industries and enterprises, and develop a circular economy. 6. Key points of "Chapter 5 Environmental Protection" This access condition changes the 2004 version of "Environmental Protection Indicators and Cleaner Production" to "Environmental Protection" to be more accurate, and divides this part into the following three items: 1. Pollutant emissions The emissions of major pollutants from coking production enterprises must not exceed the total emissions indicators assigned to them by the environmental protection department. It aims to emphasize the principle of controlling the total amount of regional pollutants. The development of coking enterprises must meet the overall requirements of regional environmental governance and ensure that the regional environment is suitable.
