Safety Education Management Regulations Chapter 1 General Provisions Article 1 In order to standardize enterprise safety education and training work, improve employee safety quality, prevent and reduce various accidents and occupational hazards, according to the "Work Safety Law" and "Provisions on Safety Training for Production and Business Units" (* * These regulations are specially formulated by laws and regulations such as Order No. 3 of the State Administration of Work Safety. Article 2 Each directly affiliated enterprise shall establish and improve corresponding safety education and training systems, carry out regular safety education and training work, and publicize and popularize safety knowledge. ； Organize at least one safety education and training examination for all employees every year with the post safety responsibility system as the main content. Article 3 The personnel and education departments of each directly affiliated enterprise are responsible for the organization and implementation of safety education and training, and the safety management department is responsible for the supervision, management, inspection and assessment of safety education and training. Article 4 These regulations apply to personnel who have a labor relationship with the enterprise and temporary employment and construction personnel who enter the production plant area. * personnel, technical service personnel, visitors, etc. Article 5 Personnel who have not passed the safety production training are not allowed to take up posts or work. ； All safety education required by these regulations should be recorded, confirmed, and traceable ； Relevant requirements involving external units and external personnel should be specified in the written contract. Chapter 2 Safety Education for Enterprise Leaders and Managers Article 6 Leaders of directly affiliated enterprises and secondary units shall follow the * * Relevant regulations require that you participate in * * and the production safety education and training organized by the group company, and obtained the "Safety Qualification Certificate". Article 7 Enterprise safety managers and safety technical managers, in addition to participating in * * In addition to the safety training organized by the company and obtaining the "Safety Qualification Certificate", they should also participate in the petrochemical safety professional and technical training organized by the group company. Article 8 Directly affiliated enterprises shall organize safety responsible persons and safety technical managers to conduct professional safety training based on the safety production characteristics of the enterprise. The training is organized by the personnel and education departments together with the safety management department. The main contents of safety education and training include: (one) * * Production guidelines, policies and laws, regulations, rules and standards related to production safety. (2) Petrochemical production safety management, safety production technology, occupational health and other knowledge. (3) Statistics and reporting of casualty accidents and investigation and handling methods of occupational hazards. (4) Contents and requirements for emergency management, emergency plan preparation, and emergency response. (5) Advanced domestic and foreign production safety management experience. (6) Analysis of typical accidents and emergency rescue cases. (7) Other content requiring training. Article 9 Safety education for other management leaders (including heads of functional departments, heads of grass-roots units, and professional engineering and technical personnel) shall be organized and implemented by the enterprise's personnel and education departments in conjunction with the safety management department in accordance with the cadre management authority. Only those who pass the assessment can take office. Article 10 The initial safety training time for the person in charge of the enterprise and the production safety management personnel shall not be less than 32 hours. ； The annual retraining time shall not be less than 12 hours. Chapter 3 Safety Education for Employees in Production Positions Article 11 Safety education for team leaders shall be organized and implemented by the enterprise's personnel and education departments in conjunction with the safety management department. Only those who pass the assessment can serve. Safety education time should not be less than 24 hours, the main content of safety education: (one) * * Relevant production safety guidelines, policies, laws, regulations and production safety rules and regulations of the group company and the enterprise. (2) Knowledge and skills of safety technology, occupational health and safety culture. (3) Hazardous factors, safety precautions, and safety production responsibilities of this team and related positions. (4) Typical accident cases and accident rescue and emergency response measures, etc. Article 12 All new employees (including apprentices, employees transferred from other units, contract workers, agency training personnel and college graduates, seasonal farmers with technical positions, etc.) should receive level 3 safety education before taking up their posts. The education time should be no less than 72 hours. They can only take up the post after passing the examination. Article 13 First-level (factory-level) safety education shall be organized and implemented by the enterprise's personnel and education departments in conjunction with the safety management department, and shall last no less than 24 hours. The main contents of safety education include: (one) * * Relevant safety production guidelines, policies, laws and regulations. (2) Basic knowledge of general safety technology, occupational health, and production safety, including general mechanical and electrical safety knowledge, fire protection knowledge, safety culture knowledge, and gas protection knowledge, etc. (3) Introduction to the general status, nature, characteristics and special dangerous parts of the unit’s production safety. (4) Safety production rules and regulations of the group company, directly affiliated enterprises and the unit, and the five corporate disciplines (labor, operation, technology, construction and work disciplines). (5) Typical accident cases and their lessons, and basic knowledge of accident prevention. Article 14 The time for secondary (workshop level) safety education shall not be less than 32 hours. The main contents of safety education include: (1) Working environment and dangerous and harmful factors. (2) Occupational hazards and casualties that may be encountered in the type of work performed. (3) Safety responsibilities, operational skills and mandatory standards for the type of work performed. (4) Self-rescue and mutual rescue, first aid methods, evacuation and on-site emergency handling. (5) Use and maintenance of safety facilities and personal protective equipment. (6) Safety conditions of the workshop and related rules and regulations. (7) Measures to prevent accidents and occupational hazards and matters that should be paid attention to. (8) Relevant accident cases. (9) Other content requiring training. Article 15 The time for safety education at the third level (class level) shall not be less than 16 hours. The main contents of safety education include: (1) Overview of production safety of the team and position, the production process, work characteristics and precautions of this position ； (2) The scope of responsibilities of this position should be known and understood ； (3) Safety operating procedures for this position and safety and health matters for coordination between positions ； (4) Measures to prevent accidents and disasters in this position. After employees are transferred between factories, they should re-carry out the third-level safety education upon entering the factory. Those who are transferred, transferred, laid off and re-employed, replaced as cadres, and those who have been away from their posts for more than 12 months within the unit should undergo second- and third-level safety education, and can only work in new positions after passing the examination. Article 16 Personnel engaged in special types of work shall follow the * * Relevant requirements require professional safety technical training. Only after passing the examination and obtaining a special operation operation certificate can you start working. You must also participate in regular reviews, and your results will be recorded on your personal safety education card. Article 17 Before new processes, new technologies, new devices, and new products are put into production, the competent authorities should organize the preparation of new safety operating procedures and conduct special training. Relevant personnel can only start working after passing the examination. Article 18 When an accident or near-accident occurs, in accordance with the requirements of the "Accident Management Regulations", safety education shall be provided to those responsible for the accident and relevant employees, lessons shall be learned, and similar accidents shall be prevented from occurring. Chapter 4 Daily Safety Education Article 19 Grassroots units should carry out safety activities based on departments and teams. Safety activities should be targeted, scientific, regular, institutionalized, and standardized to prevent them from becoming mere formalities and going through the motions. Team safety activities should be led, planned, contented, and recorded. The safety department should have clear regulations on the form, content, and requirements of the activities. Unit leaders and safety management personnel should check, sign, and write comments on safety activity records ； The security department should conduct regular inspections. Article 20 Team safety activities should be held no less than twice a month, and each session should be no less than 1 class hour. ； Department safety activities are held once a month, with no less than 2 class hours each time. Safety activity time should not be used for other purposes. Article 21 Team safety activities are an important task of the team. They should be carefully organized and strictly follow the attendance system to ensure attendance. No absences without reason shall be allowed. * , everything must be approved by the unit leader. Article 22: Leaders of directly affiliated enterprises participate in team safety activities once a quarter, leaders and managers of secondary units participate in team safety activities once a month, and leaders of grassroots units participate in team safety activities twice a month. Article 23 The safety department should contact the actual safety production practices of the team and team, formulate a plan for the team's safety activities, and ensure that it is planned and arranged. Article 24 The main contents of team safety activities include: (1) Study * * * Laws and regulations regarding production safety. (2) Study * Relevant production safety documents, safety notices, safety technical regulations, safety management systems and safety technical knowledge. (3) Combining accident reporting and safety studies such as "Team Safety" * materials, discuss and analyze typical accidents, summarize and learn lessons from the accidents. (4) Carry out fire prevention, explosion prevention, poisoning prevention and self-protection ability training, as well as emergency handling of abnormal situations and emergency drills. (5) Carry out on-the-job safety technology training and organize various safety technology performances. (6) Inspect the implementation of safety rules and regulations, find and organize the elimination of potential accident hazards. (7) Carry out safety culture activities, safety technology seminars, and watch safety education films and videos. (8) Other safety activities. Chapter 5 Safety Education for Other Personnel and Outsiders Article 25 The physical condition of temporary workers and outside construction workers should be able to adapt to the work they are engaged in, and their actual age must not exceed 60 years old ； Able to independently complete the safety education answer sheet, sign the "Safety Commitment Letter" as required, and effectively identify various warning signs on site. Article 26 Temporary employment, external construction and actual work * The safety management department of the secondary unit is responsible for the factory-level safety education of personnel, and the safety education time should not be less than 8 hours. The main contents of safety education include: (1) Basic characteristics of enterprise safety production. (2) Safety production rules and regulations that should be followed when entering the factory area. (3) Hazardous and harmful factors in the work and HSE precautions. (4) Lessons learned from accidents, etc. Article 27 Temporary employment, external construction and actual work * Workshop-level safety education for personnel is the responsibility of grassroots workshop leaders and safety managers, and the safety education time should not be less than 4 hours. The main contents of safety education include: (1) Dangerous parts of the workshop (main production systems, key equipment) and safety and environmental protection precautions. (2) The nature of occupational hazards in the workshop (including hazardous chemicals and various harmful energies) and precautions for protective treatment. (3) Emergency response measures for fire, explosion, leakage poisoning, and environmental pollution accidents. (4) Procedures and precautions for applying for safe work permits. (5) The location, usage procedures and methods of safety fire protection, gas prevention and sanitary equipment and facilities of production equipment. (6) Safety regulations that should be observed during operation activities. Article 28 Safety education for external visitors shall be the responsibility of the enterprise reception department, including the relevant safety regulations and safety precautions of the unit. Visitors should be accompanied by a dedicated person. Chapter 6 Organization and Management Article 29 The main person in charge of a directly affiliated enterprise shall be responsible for the safety education work of the enterprise. The safety, personnel, and education departments of secondary units are responsible for organizing and implementing safety education work, and preparing safety education syllabuses, teaching materials, and team safety studies. * Material. Article 30 Safety education work should be included in the unit’s annual education and training plan and medium- and long-term plans, and the required personnel, funds and materials should be guaranteed. Article 31 Units at all levels should establish and improve safety education files and implement hierarchical management. Article 32: Units at all levels should commend and reward units and employees who conscientiously carry out safety education and have made achievements in preventing casualties and reducing occupational hazards. Article 33 Units that fail to conduct safety education in accordance with the requirements of these regulations shall be punished. If an accident occurs due to insufficient safety education, the relevant leaders shall be held accountable. Article 34 The Group Company’s Safety and Environmental Protection Bureau is responsible for interpreting these regulations. Article 35 These regulations will be implemented from the date of issuance, and the original Safety Education Management Regulations (Sinopec An [2004] No. 553) will be abolished at the same time.
