"Special Equipment Safety Supervision Regulations" (State Council Order No. 373 of the People's Republic of China) stipulates: Pressure pipelines refer to tubular equipment used to transport gas or liquid using a certain pressure. Its scope is defined as gas, liquefied gas, steam media with a maximum working pressure greater than or equal to 0.1MPa (gauge pressure) or flammable, explosive, toxic, corrosive liquid media, a maximum working temperature higher than or equal to the standard boiling point, and pipes with a nominal diameter greater than 25mm. Pressure pipelines refer to tubular equipment used to transport gas or liquid using a certain pressure. Its scope is defined as gas, liquefied gas, steam media with a maximum working pressure greater than or equal to 0.1MPa (gauge pressure) or flammable, explosive, toxic, corrosive liquid media with a maximum working temperature higher than or equal to the standard boiling point, and pipes with a nominal diameter greater than 25mm. Based on this judgment, the chilled brine pipeline is not a pressure pipeline.

Regulations on Safety Management and Supervision of Pressure Pipelines issued by the Ministry of Labor on April 23, 1996 No. 40 have the following provisions:: Article 2 The pressure pipelines referred to in these regulations are special equipment used in production and daily life that may cause explosions, poisoning and other hazards. Pressure pipelines are divided into industrial pipelines, public pipelines and long-distance pipelines according to their uses. Article 3 These regulations apply to pipelines and their ancillary facilities that meet one of the following conditions:: (1) Pipelines transporting media with extremely toxic levels specified in GB5044 "Classification of Hazards of Occupational Exposure to Toxic Substances" ; (2) Pipelines transporting media with fire hazards of Class A and B specified in GB50160 "Code for Fire Protection Design of Petrochemical Enterprises" and GBJ16 "Code for Fire Protection Design of Buildings" ; (3) Pipelines with a maximum working pressure greater than or equal to 0.1MPa (gauge pressure, the same below), and the transporting medium is gas (vapor) or liquefied gas ; (4) Pipes with a maximum working pressure greater than or equal to 0.1 MPa, and the conveying medium is flammable, explosive, toxic, corrosive or liquids with a maximum working temperature higher than or equal to the standard boiling point ; (5) Ancillary facilities and safety protection devices of pipelines specified in the first four items. Article 4 This provision does not apply to the following pipelines: (1) Pipeline to which the equipment body belongs ; (two) * * Pipes on equipment, vehicles and nuclear installations ; (3) Pipes that transport non-toxic, non-flammable and non-corrosive gases, the nominal diameter of the pipeline is less than 150mm, and the maximum working pressure is less than 1.6MPa ; (4) The domestic gas pipeline after the last valve before entering the home (residential building, courtyard) and the heat pipe after the heating point (excluding heating points).
If the frozen brine is a Cacl2 solution, it is a corrosive medium and a pressure pipe. If it is 5 degree chilled water, it is not a pressure pipe
