Is a certificate required for the design of pressure vessels? Can you do design work without a license?
A formal certificate is not required for design work; only the design firm’s qualification to undertake such work is necessary!
The design firm must have the appropriate design qualifications, while designers do not require a license. Please refer to TSG R1001-2008 \"Rules for Licensing the Design of Pressure Vessels and Pressure Pipelines\" for details.
There are certain requirements for pressure vessel designers: 1. Possess relevant professional design knowledge; 2. Able to implement relevant regulations, safety technical specifications, and standards ; 3. Able to complete design work independently under the guidance of reviewers, and capable of using a computer for design work ; 4. Possess a junior technical title and at least one year of design experience. To work in design, one must at least hold a certificate of junior technical professional title; they are appointed within the company’s design quality assurance system and registered with the quality and technical supervision department at the corresponding level. In this case, design also requires certification!
No certificate is required for the design of pressure vessels; as long as one has the necessary knowledge and the ability to carry out such design work, and is appointed by an organization, that is sufficient. Only for inspections is a pressure vessel inspection certificate needed

The most critical step in handling pressure vessels is stamping the qualification mark on the drawings; all other tasks can be done by anyone.
The designers have no special requirements and no special qualifications are needed; The design firm needs to obtain design qualifications. Entities applying for the qualification to design pressure vessels must meet the following conditions: (1) There must be a legal representative or a person authorized by the legal representative ; (II) Focusing on the design of pressure vessel products, adhering to the professional orientation of product design ; (III) The technical competence, number, and proportion of personnel in charge of pressure vessel design, as well as those responsible for review, verification, and design, should be appropriate to the category and variety of pressure vessels being designed, as well as the volume of work involved. For design units of Class I and Class II pressure vessels, there must be no fewer than seven full-time personnel dedicated to pressure vessel design, of whom at least one must be an auditor ; For design firms that specialize in third-class pressure vessels, ultra-high-pressure vessels, or pressure tanks and tank trucks, there must be no fewer than ten full-time personnel dedicated to pressure vessel design. Additionally, there should be no fewer than three review (approval) personnel, with this number not exceeding 30% of the total number of design personnel. For such design firms, a certain proportion of the design team must have experience in designing these types of pressure vessels ; (IV) It shall have the necessary design equipment and methods, as well as the facilities for computer-aided design ; (5) There are specialized working agencies and workplaces ; (VI) A practical quality management system and management procedures in place ; (7) Possess certain design experience, and have the ability to independently undertake the design of the categories and types of pressure vessels applied for ; (8) For new applicant entities approved for acceptance by the competent authorities: design units for Category 1 and Category 2 pressure vessels shall have more than two years of experience in the preliminary design phase of similar pressure vessels ; Design agencies for third-class pressure vessels, ultra-high pressure vessels, or pressure tanks and tank trucks should have more than three years of experience in the initial design phase. During the initial design phase, the designed product must be submitted to a qualified professional design firm designated by the competent authority for approval. Article 9: Qualifications required for personnel at various levels involved in pressure vessel design (1) Technical director of the pressure vessel design unit This role is filled by the administrative head or chief technical officer in charge of pressure vessel design work at the design unit. (II) Person in charge of pressure vessel design technology 1. A senior engineer or engineer with experience in this field and comprehensive knowledge of pressure vessels ; 2. Be familiar with and able to apply relevant regulations, standards, and other technical specifications correctly, as well as organize and guide personnel at all levels to implement them properly ; 3. Familiar with pressure vessel design work and the technological advancements in pressure vessels both domestically and internationally, possessing comprehensive analysis and judgment skills to make correct decisions on key technical issues. (III) Review (approval) personnel 1. Senior engineers or engineers who are engaged in work in this field and possess comprehensive knowledge of pressure vessels ; 2. Be familiar with and able to apply technical specifications such as regulations and standards proficiently, and be able to guide verification and design personnel in their work ; 3. At least six years of experience in pressure vessel design, of which no less than three years are spent on verification work. (IV) Verification personnel 1. Senior engineers, engineers, or assistant engineers with specialized knowledge of pressure vessels ; 2. Familiar with and able to apply technical specifications such as relevant regulations and standards effectively, and capable of guiding designers in their work ; 3. At least three years of design experience. (5) Designers 1. Senior engineers, engineers, or assistant engineers (technicians) with specialized knowledge in pressure vessels ; 2. Able to effectively implement relevant regulations, standards, and other technical specifications ; 3. Able to carry out pressure vessel design work independently. Article 10: The design quality management and quality assurance, as well as the establishment of management systems by pressure vessel design units, shall be in line with the actual conditions of the unit and be practical and feasible. When preparing the documents for the quality management system, the relevant requirements of GB/T10300 should be followed; in addition, the following contents should also be included: (1) The organization responsible for design quality management and the personnel accountable at various levels ; (II) Duties, responsibilities, and powers of personnel at all levels ; (III) Training, assessment, reward, and punishment systems for personnel at all levels ; (IV) Design management system. Article 11: The following entities shall not apply for design qualifications: (1) mass organizations such as societies and associations ; (II) Service entities such as consulting firms, labor service companies, and joint venture companies ; (III) Units engaged in various types of technical inspections or tests ; (IV) Private enterprises, individual business operators ; (5) Entities unrelated to the design, manufacture, and use of pressure vessels.
In accordance with the requirements of TSG R1001-2008 \"Rules for Design Approval of Pressure Vessels and Pressure Pipelines\", design agencies and designers at all levels must obtain a design qualification certificate issued by the General Administration for Quality Supervision, Inspection and Quarantine before they can engage in relevant design work; those without the appropriate design qualifications are not allowed to sign on design drawings on their own.
It seems there is a requirement to have a license to work, which is obtained through training provided by local authorities or relevant organizations; however, most people work without such licenses or have licenses that have expired. This might be due to unreasonable practices in some areas.
It needs to be proven that the cost for training and exams is around 8,000. Usually, it’s the employer who provides the training; of course, if you are using the employer’s services, you are responsible for getting the approval stamp
I haven’t heard that it costs that much to obtain a design certification; the examination and review processes don’t cost that much either. Most people don’t pass the exam, so it’s usually sufficient to be appointed by an employer
Container designs covered by the Code of Practice must be certified
The organization must have a design license; here, designers also need to obtain relevant certifications (through training courses organized by the province), and those responsible for verification and review must obtain certifications as well.

For pressure vessels as well, it depends on the design involved; analysis of such designs requires a license, while ordinary designs do not need one. I started designing without obtaining any such license, and I only signed off on the drawings after working for a year. The inspection agency said nothing about it; I began attending training only after starting to design, on a voluntary basis, as it was not mandatory.
No certificate is required for the design; the company obtains the design certificate, while a certificate is needed for approval.
Here, only verification and audit personnel need to obtain credentials; for others, appointment is sufficient.
The unit can appoint someone; once there is an appointment, design work can be carried out.
