The turndown ratio refers to the ratio of the maximum load to the minimum load
A passage from a device design document: The design capacity of the plant is 100,000 metric tons per year of XX product, based on 8,000 operating hours per year; the flexible operating capacity ranges from 120% to 60% of the design capacity.............................. The turndown for this unit is 60% of the design capacity. The unit’s annual operating time is 8,000 hours. The value of 60% could also refer to the range of 120% to 60%; I think “turndown” still implies a reduction in capacity
I personally also tend to think that the turndown is the minimum operational load. It is the minimum amount that can be lower than the design load. Here’s another question: what term is used to describe the maximum operating load, when it exceeds 100%, that is, when the system is operating under overload? Turnup? ? ? Haha
Overloading should be expressed as “overload”, but “turnup” implies ‘reaching a certain speed’, so it can also be used to describe overloading

This translation is fine; using \"allow\" works as well. Here, the turndown ratio still refers to the ratio of maximum load to minimum load.
