Factory room spacing issue

I’d like to ask a question that has been bothering me. There is an 8-meter distance between a factory building with a steel-concrete structure (Class A and with a ridge) and another factory building with a brick-concrete structure (Class C and with a flat roof). It does not comply with building codes. However, the annotation states that if the higher exterior wall is a fire wall, there is no limit on the spacing. I would like to ask whether the standard for the higher height is based on the highest point of the roof ridge?
It seems from the OP’s words that it is considered in accordance with building codes. We encountered this issue before; at that time, experts from the safety supervision department requested that the higher of the exterior walls be turned into a fire wall. By “higher exterior wall,” they meant the taller of the side walls adjacent to the two factories. Height is defined as the distance from the highest point of the wall (or from the highest point of the ridge if there is one) to the ground.
