Preparation of Environmental Monitoring Reports Currently, various monitoring reports issued by environmental monitoring agencies have incomplete content information, inconsistent formats and columns, and testing methods based on non-valid standards and expressions of evaluations and suggestions are not clear, accurate, and objective. As a result, environmental monitoring cannot serve society and environmental management well, and customers cannot understand testing information from monitoring reports in a timely and accurate manner. In accordance with CNAL/AC01:2002 "Criteria for Accreditation of Testing and Calibration Laboratories", improvements are proposed by taking the flue gas monitoring report in environmental monitoring as an example. 1 Format and content 1.1 Cover (1) The cover should have a title. For example: monitoring report; (2) The cover should have a unique identification (report number). The report number should follow the following rules: monitoring category + year number + report serial number. For example, the monitoring category is represented by PJ+(S, Q, Z, X, Y, D, W), where P stands for Pudong, J stands for monitoring, S stands for water, Q stands for gas, Z stands for law enforcement, For example: PJQ2003-0188 means Gas Monitoring Report No. 0188 in 2003; (3) Project name. According to the source of the monitoring task, fill in the monitoring category correctly. Such as "smoke monitoring", "smoke commissioned monitoring", "smoke acceptance monitoring", etc.; (4) The unit being tested; (5) Report date; (6) The unique and full name of the monitoring agency undertaking the inspection. In order to facilitate the contact of the inspected party or the entrusting party, the inspection and monitoring agency should attach the address, telephone number, postal code and fax. 1.2 Title page The title page should have a Chinese and English description of the monitoring report by the inspection agency. 1.3 Main page (1) Unique identification (report number) of the monitoring report. Identification of each page and the total number of pages (page 1 in total); (2) Name of the inspected/entrusted unit. Including: communication information of the inspected/entrusted unit, boiler/kiln model and name, dust collector model and name, boiler/kiln operation date (due to different boiler/kiln operation dates, the applicable standards are different), boiler design output (based on the design output, the percentage of the design output can be calculated, and the force coefficient K can be found based on the design output percentage), fuel consumption t/month (in the evaluation, different fuels are used to apply corresponding standards) and chimney height m; (3) Monitoring items. Execute according to the issued monitoring task list; (4) Monitoring points. Depends on the flue gas sampling point, such as before and after dust removal; (5) Unit of measurement. The use of non-statutory units of measurement and obsolete units of measurement is not allowed, and their symbols should meet the prescribed requirements, and nouns and terms should be called according to the standards; (6) Legal basis. Information must be traceable, and notarized data must be accurately provided in monitoring reports and have legal effect. If non-standard methods are used, the consent and signature of the client must be obtained in advance, and the technical basis must be stated; (7) Monitoring results and evaluation. Monitoring results should be calculated and derived based on necessary information such as original monitoring records and laboratory analysis results, and the evaluation standards should accurately apply the corresponding standards based on the boiler/kiln operation date and fuel used. The evaluation of results should be clearly stated, accurate, objective and complete. The terminology of the evaluation conclusion should be clear, and vague terms such as "possibly", "probably" and "basically" should not be used; (8) Report review. Monitoring reports are subject to level 3 review. The report compiler proofreads and reviews the prepared report. After confirming and signing the report content, it is handed over to the station monitoring report reviewer. The station monitoring report reviewer must review the submitted monitoring reports one by one. Unqualified reports will be returned and re-edited or monitored. Only reports that are correct after review can be handed over to the issuer (authorized signatory). The issuer shall make a final review of the monitoring report, and sign and issue it if it is found to be correct. Otherwise, it will be returned and re-monitored or compiled. The report preparer, reviewer, and issuer must not be duplicated, and they must sign on the monitoring report (it is not appropriate to add a name stamp instead) to clearly indicate their positions. 1.4 Attachment (1) Unique identification of monitoring report. Report number, identification of each page and total number of pages (page 1 in total); (2) Technical basis. It mainly includes reference standards, test methods, instrument names, models and factory numbers. Environmental condition records mainly include atmospheric pressure and ambient temperature. The sample number is the number given to the sample by the sample administrator. 2 Notes (1) The paper used for monitoring reports should be of A4 specification, consistent with international practices, documents, and archive standards. The quality of the paper should be such that it will not be damaged by normal operations such as checking and copying during the storage period. Columns without information should be marked with "Blank Below" and leave no spaces. (2) The cover, main page and appendix of each monitoring report must be stamped with the unit’s business-specific seal, and the entire report must be stamped with a seam seal. The cover should be stamped with a Metrology Certification (CMA) seal and a Laboratory Accreditation (CNAL) seal, but non-Measurement Certification and Accreditation projects must be clearly stated when using the Metrology Certification Seal for accreditation. (3) If there are subcontracted monitoring projects, they must be clearly stated in the monitoring report. (4) If the customer has requirements for measurement uncertainty assessment, uncertainty data must also be provided in the monitoring report. (5) The environmental monitoring report should be prepared so that the content and information are complete, the format and columns are unified, the testing basis is reliable, the data is accurate and detailed, and the evaluation and suggestions are clearly and objectively expressed.
