http://www.bjpta.gov.cn/wj/2009/jrkh20096.htm Notice No. 6 from the Beijing Personnel Department: Guidelines regarding the 2009 Registration of Safety Engineers Examination To all relevant organizations: In accordance with the “Notice on Implementing the Interim Provisions on the Registration System for Safety Engineers” issued by the Beijing Municipal Personnel Bureau and the Beijing Municipal Work Safety Supervision Bureau (Document No. Jing Ren Fa [2002] 122), as well as the “Notice on Issuing the Measures for Conducting the Registration of Safety Engineers Examination” issued by the former Ministry of Personnel and the Work Safety Supervision Bureau (Document No. Guo Ren Bu Fa [2003] 13), and the “Notice from the Human Resources and Social Security Ministry’s Examination Center on Organizing the 2009 Registration of Safety Engineers Examination” (Document No. Ren Kao Zhong Xin Han [2009] 8), and taking into account the actual conditions in Beijing, the following guidelines are hereby provided regarding the 2009 Registration of Safety Engineers Examination: I. Eligibility Criteria Any citizen of the People’s Republic of China who abides by laws and regulations and meets one of the following conditions may apply to take the Registration of Safety Engineers Examination: (1) Those who have obtained a secondary vocational diploma in safety engineering or engineering economics and have at least 7 years of experience in work related to work safety； Or hold an equivalent secondary vocational diploma in another field, with 9 years of experience in work related to safety production. 　　(II) Hold an associate degree in safety engineering or engineering economics, and have at least 5 years of experience in work related to safe production ； Or hold an associate degree from another specialized university, with at least 7 years of experience in work related to safe production. 　　(III) Hold a bachelor’s degree in safety engineering or engineering economics, and have at least 3 years of experience in work related to safe production ； Or hold a bachelor’s degree from another specialized university, with at least 5 years of experience in work related to safe production. 　　(IV) Having obtained a second bachelor’s degree in safety engineering or engineering economics, or having graduated from a postgraduate program, and having worked in safety-related fields for at least 2 years ； Or have obtained a second bachelor’s degree in another field or graduated from a graduate program, with at least 3 years of experience in work related to safe production. 　　(5) Hold a master’s degree in safety engineering or engineering economics, and have at least 1 year of experience in work related to safe production ； Or hold another professional master’s degree and have at least 2 years of experience in work related to safe production. 　　(VI) Obtain a doctoral degree in safety engineering or engineering economics ； Or hold a degree from another professional field, with at least 1 year of experience in work related to safe production. 　　(7) Professionals who meet the eligibility requirements for the registration examination for safety engineers, who were appointed to senior professional and technical positions by the end of 2002, and who have been engaged in work related to work safety for at least 10 years, may be exempted from the exams on \"Knowledge of Work Safety Management\" and \"Work Safety Technology\"; they only need to take the exams on \"Knowledge of the Work Safety Law and Related Laws\" and \"Analysis of Work Safety Accident Cases\". 　　The educational qualification requirement specified in the above application conditions refers to a formal education degree or diploma recognized by the **education administrative authorities** ； The requirement regarding the length of time spent in related business work refers to the total amount of time spent in such work before and after obtaining the required educational qualification, with the deadline being the end of 2009. 　　Those who meet the application requirements, including residents of ** and Macau, may take the Certified Safety Engineer professional qualification exam in accordance with the relevant provisions set out in the original notice issued by the Ministry of Personnel titled \"Notice on Issues Concerning the Participation of Residents of ** and Macau in the Professional and Technical Personnel Qualification Exams Held Nationwide\" (Guo Ren Bu Fa [2005] No. 9). **When applying, Macanese residents must submit documents such as a diploma or degree certificate in a relevant field recognized by the education administrative department of the State Council, proof of years of work in a related field from a relevant professional institution, and identification proving their residency status. 　　II. (A) The “Analysis of Work Safety Accident Cases” exam consists of both subjective and objective questions. Candidates must carefully read the instructions on the first page of the special answer sheet before answering, and they should use a black ink pen to write their answers in the designated areas on the answer sheet ； The remaining 3 subjects consist of objective questions, which are answered on answer sheets. 　　(II) Candidates should bring a pen with black ink, a 2B pencil, an eraser, and a standard calculator without text-editing functions. 　　III. Management of Scores and Certificates The scores from the Certified Safety Engineer professional qualification examination are managed on a rolling basis, with a two-year cycle. Those taking all four subjects must pass all of them within two consecutive examination years ； Those exempt from certain subjects must pass the required examination subjects in the same year. Those who pass the exam will be issued by the Beijing Municipal Bureau of Human Resources and Social Security a \"Certification Certificate for Registered Safety Engineers of the People’s Republic of China\", which is printed in accordance with standards set by the Ministry of Human Resources and Social Security and bears the seals of both the Ministry of Human Resources and Social Security and the **Production Supervision and Administration Bureau. 　　IV. Registration Procedures 　　For this examination, online registration and online payment are required. Applicants should use online payment cards from China Merchants Bank, Industrial and Commercial Bank of China, or China Construction Bank to make the payments online. Online registration is managed in two categories: those who are applying for the first time and those who have applied before. 　　(1) Candidates who are not taking the exam for the first time must log on to the Beijing Personnel Examination Website (website address: www.bjpta.gov.cn, the same hereafter) from March 24 to April 15, 2009, and complete the online registration and payment procedures in accordance with the requirements on the website. 　　(II) The procedures for first-time applicants are as follows: 1. Applicants must log on to the Beijing Personnel Examination Website from March 24 to April 3, 2009, to complete the online registration process, and fill in and submit the \"Qualification Review Form for the Professional Qualification Examination for Registered Safety Engineers\" (hereinafter referred to as the \"Qualification Review Form\") ； 　　2. After submission, print the \"Qualification Review Form\" on A4 paper. Attach two recent 2-inch (34mm×45mm) bareheaded ID photos taken with the same background, as required. These photos must be approved and stamped by the personnel (cadre) department of the applicant’s employer ； 　　3. Those who hold the \"Qualification Review Form\", their identification documents (ID card, military officer’s certificate, driver’s license, passport – the same applies hereafter), graduation certificate, and degree certificate, and who meet the conditions for exemption from examinations must also provide a certificate of senior professional and technical rank (all of the above documents must be original). They should go to the Beijing Construction Engineering Training Center from March 30 to April 2, 2009 (address: No. 11, Xinzhong Street, outside Dongzhimen, Dongcheng District) ； Contact numbers: 64165149, 64177528) for qualification verification ； 　　4. Candidates who pass the qualification review must log in to the Beijing Personnel Examination Website by April 15, 2009, to pay the application fee online. Only after confirming that the fee has been paid successfully can the entire registration process be completed. 　　(III) Candidates who have successfully completed the registration and payment procedures must log in to the Beijing Personnel Examination Website from September 1 to 3, 2009, to download and print their admission tickets. They must present these admission tickets along with their original identification documents at the specified time and place to take the exam. 　　V.
