Calculation of the safety distance between internal floating roof tanks (non-shallow dish type) and fire dikes

As the title suggests, I hope to get some standards and sources; thank you
Article 5.2.12 of the Code for Fire Protection Design of Petrochemical Enterprises stipulates that the distance from a vertical storage tank to the line at the base of the inner embankment of the fire dike shall not be less than half the height of the tank wall, while the distance from a horizontal storage tank to the same line shall not be less than 3 meters.
But the experienced technician said that there is a regulation regarding internal floating roofs: it involves considering the effective volume and the height to which the top of the floating roof can rise, minus the height of the retaining structure or something like that. I’m not sure which standard specifies this; does anyone know?
