Air heater water hammer problem

There are several air heaters in the plant; steam flows through the pipes while air flows through the enclosures. A total of 12 of these heaters are connected in parallel. Recently, liquid slugging noises could often be heard in the return water pipes. A U-tube was installed at the end of those pipes, but the problem still persisted. What could be the causes of liquid slugging in these heaters, and how can it be resolved?
