Containers heated by coiled tubes are non-pressure vessels; containers heated by jackets are pressure vessels. Are containers heated by semi-coiled tubes considered pressure vessels?

Compare your equipment’s process parameters and geometric dimensions with the tolerance specifications; if all three meet the requirements, it is a pressure vessel that falls under the tolerance criteria and requires inspection. Otherwise, it’s not. Do not apply for inspection.
If the container does not meet the requirements for pressure vessels as specified in the regulations, it is necessary to check whether the semi-tube meets those requirements; if it does, then it is classified in that category, otherwise it is not.
