An emergency drill* refers to a training exercise in which personnel from various agencies, organizations, or groups carry out their respective duties and tasks in the event of a hypothetical disaster, and it serves as the best measure to assess the effectiveness of emergency management in the face of major accidents. Many laws, regulations, and rules in our country contain provisions regarding this task. I. Objectives, functions, and requirements of emergency drills The purpose of emergency drills is to enhance the overall emergency response capacity of a region or organization in protecting the lives, property, and environment of the people, through means such as training, evaluation, and improvement. Emergency preparedness for major accidents is a long-term, ongoing process, during which emergency drills can play the following roles: First, to assess the level of emergency preparedness in the respective region or organization, and to identify and promptly address any deficiencies and shortcomings in emergency plans, procedures, and action checklists ; Second, assess the emergency response capacity for major accidents in the region and the organization, identify resource needs, clarify the responsibilities of relevant agencies, organizations, and personnel, and improve coordination among different agencies, organizations, and personnel ; Third, assess the level of understanding and practical skills of emergency response personnel regarding emergency plans and procedures, evaluate the effectiveness of emergency training, and analyze training needs. At the same time, as a training method, by adjusting the difficulty of the drills, the professional skills and capabilities of emergency response personnel can be further improved ; Fourth, promote public and media understanding of emergency plans in order to gain their support for emergency response efforts in the event of major accidents. There are various types of emergency drills. Although different types of emergency drills have distinct characteristics, when planning the content of the drills, the scenarios involved, the frequency of conduct, and the methods for evaluating them, it is necessary to comply with relevant laws, regulations, standards, and emergency plan provisions ; During the organization and implementation of the exercise, it is necessary to meet the requirements of \"leadership support, scientific planning, consideration of practical conditions, focus on key aspects, thorough organization, unified command, step-by-step implementation, and emphasis on practical results\". II. Types of emergency drills Various types of drills can be used to conduct emergency drills, including tabletop drills, functional drills, and full-scale drills. 1. Tabletop exercise* A tabletop exercise* is an exercise in which representatives of emergency response organizations or personnel in key positions participate, and in which actions to be taken in case of an emergency are discussed in accordance with the emergency response plan and its standard operating procedures. The main feature of tabletop exercises is the oral presentation of the exercise scenarios, usually as an informal activity held in a conference room. Its main purpose is to allow performers, without time pressure, to obtain some constructive discussion outcomes while examining and resolving issues within the emergency plan. Functional Drills Functional drills refer to drill activities conducted for a specific emergency response function or certain of the emergency response activities involved. A comprehensive drill generally requires several hours to be carried out in an interactive manner. The drill should be as realistic as possible, involving as many emergency response personnel and resources as possible, and practical exercises using personnel, equipment, and other resources should be conducted to demonstrate the ability to coordinate emergency responses effectively. In actual drills, many organizations first notify all the units and personnel involved, specifying the start time of the drill, so that everyone can make all the necessary preparations in advance. Some people arrive at the site in advance and wait; everything proceeds as planned, giving the impression of a well-organized and orderly drill. However, when an unexpected incident does occur, it’s possible that some units cannot even get through a phone call, or that certain people cannot be reached at all. The effectiveness of such drills is concerning. In my opinion, drills should take place after all relevant plans have been thoroughly studied by the various units, and the time of the drill should not be known in advance by those who will be participating. When our department conducts drills using its own emergency response plans, we know exactly what type of plan is being used and its specific location; the situation is similar to the one described by the original poster. However, when inspectors from higher authorities or local governments come for inspections, it’s not clear what type of plan is being used or where it is located, although all the necessary personnel are present. Under normal circumstances, the staff isn’t always fully present, as some people need to take leave, use accrued time off, go on business trips, or be away on other matters.

Having drills is definitely better than having none; multiple drills allow for a better identification of existing problems and the implementation of measures to address them. Multiple drills may help to minimize casualties and losses, just as in the Wenchuan earthquake, where a middle school that regularly practiced evacuating from buildings during earthquakes was able to achieve this.
