Emergency Response Plan for Chemical Accidents in New Energy Chemical Plants: In order to better implement the Work Safety Law, enforce the regulations on the safety management of hazardous chemicals, strengthen the safety management of such chemicals, and ensure the safety of enterprises, society, and people’s lives and property, as well as to prevent sudden chemical accidents and enable rapid and effective control and handling in the event of such accidents, this plant has formulated an emergency response plan for chemical accidents based on the principles of \"prevention first, self-rescue first, unified command, and divided responsibilities\". I. Basic Information Our factory is part of a certain project; it is located in , covers an area of about 10,000 square meters, and mainly produces fuel additives. The annual production volume is 60,000 tons, with an annual output value of up to 160 million yuan. The designed storage capacity of the plant area can reach 5,000 cubic meters. Located away from residential areas, it currently has 40 employees on staff. The chemical properties of the fuel additives produced by our factory are stable; they exhibit strong miscibility and hygroscopicity, are non-toxic and non-corrosive, are flammable, and have a long shelf life. They play a significant role in improving fuel performance, reducing consumption, altering the characteristics of vehicle fuels, and helping to alleviate the strain on petroleum resources. II. Identification of hazardous targets: Primary targets: storage tanks in the tank farm (7 tanks). III. Composition, Responsibilities, and Division of Labor of the Command Structure 1. Command Post: The factory establishes a leading group for emergency rescue in case of chemical accidents, with an emergency rescue office under it. Day-to-day operations are handled by the factory’s production department; in the event of a major accident, the leading group takes charge, with the manager serving as the chief commander and the production manager as the deputy chief commander, responsible for organizing and directing the entire rescue effort. A command post is set up within the factory premises. 2. Responsibilities of the command structure: The command leadership team is responsible for formulating and revising the unit’s emergency plans, establishing emergency response teams, organizing training and drills for these teams, and ensuring that measures to prevent accidents as well as all necessary preparations are in place. In the event of a major accident, the command center issues and lifts emergency rescue signals, directs the rescue teams to carry out rescue operations, requests support from relevant departments when necessary, reports the situation to higher authorities, organizes investigations into the causes of the accident, and draws lessons from it. 3. Division of responsibilities: Chief commander: The general manager, who is responsible for organizing and directing emergency rescue efforts throughout the factory. Deputy Commander: The production plant manager, who assists the Commander in handling the specific tasks related to emergency rescue. Fire Safety and Protection Department: Responsible for rescue operations, and assists the chief commander in handling accident reporting, situation updates, and accident resolution. Office: Responsible for coordinating the specific tasks related to accident handling. IV. All functional departments of the company and all employees are responsible for emergency response to chemical accidents. The various rescue teams serve as the core force in such emergency responses, being primarily tasked with handling chemical accidents within their own units. V. Handling of Chemical Accidents In the event of an accident, the following emergency measures should be taken: 1. The person who discovers the accident first should immediately report it to the command center. 2. Upon receiving the report, the command center immediately organized relevant personnel to carry out their tasks in accordance with the emergency response procedures. Organize relevant personnel to promptly assess the location and severity of the accident, carry out emergency response and rescue efforts, and use scientific and feasible methods to control the accident in order to minimize losses as much as possible. The specific situation was as follows: a fire broke out in one of the storage tanks in the tank area. Upon receiving signals from the command center, the fire and security personnel set out immediately, prepared the firefighting equipment as fast as possible, and started carrying out rescue efforts right away. Other relevant personnel also rushed to the scene, where they, under the direction of the command center, actively carried out various emergency response actions. VI. In the event of a major accident, or when rescue resources are insufficient or social safety is at risk, the command center must immediately inform higher authorities and neighboring units; if necessary, it should seek assistance from external forces, and assign someone to handle communications, provide guidance, and convey safety precautions. VII. Provisions and Requirements: To enable rapid and effective response in the event of an accident and to minimize the losses caused by such accidents, preparations for emergency rescue must be carried out in advance. 1. Implement the organization for emergency rescue and carry out training for rescue and disaster mitigation teams. 2. Prepare various emergency supplies, protective equipment, fire-fighting devices, etc. 3. Regularly organize training and drills to improve command skills and rescue capabilities. VIII. Establish and improve various systems 1. Duty system. 2. Inspection system. 3. Regular meeting system.
