The lock here can’t be opened; it can only be unlocked at the company. It generally shows as an invalid graphic file.

I haven’t seen any software that can crack a locked version yet; if the quantity is small, it’s better to redraw it.

If it is truly locked, ordinary save or cracking methods will generally work. The design institute encrypts the drawings for you precisely to prevent you from making modifications. If you really insist on making changes, I suggest searching for various decryption software online. In my opinion, it won’t be that easy to crack it; otherwise, there would be no need for encryption in the first place.
Go back to the design institute and explain it to your supervisor; then they’ll resolve it for you. Just follow the standard procedures
