How to understand performance evaluation?

Our organization uses a performance-based system, which mainly focuses on attendance, cleanliness, safe production, and the identification and handling of potential hazards.
I think the main factor is performance evaluation, followed by safety, quality, and so on. If there’s no benefit, then why conduct assessments?
Performance evaluation: form over substance! :L
The situation is similar in all factories.
I think this approach should be adopted, but it depends on the method and way in which it is implemented. Performance should not be assessed without rewards. Moreover, employees should feel that their performance is linked to their salary, through a progressive reduction in performance-based pay at the end of the year.
