Under what circumstances will a negative score be given?

If they are from the same IP address, why would moderators give negative scores to evaluations made by different members? Is there such a rule in the forum’s guidelines? What is the basis for doing this?
Cleaner: Members with the same IP address are no longer allowed to rate each other starting today, for any reason! http://bbs.hcbbs.com/viewthread.php?tid=125698&highlight= 3. Rating by users with the same IP address is prohibited; regardless of the reason, if such behavior is detected, a warning via internal message will be given along with point deductions in cases where the situation is not serious. On the second occurrence, access will be prohibited (the account will be banned for over a week, and the bonus points for double rating will also be revoked; in cases where it’s not clear, a subjective decision will be made). In severe cases, more than 3 times the score will be deducted directly; such rule-breakers are not welcome on the forum. It came into effect on 2007-12-22.
