The fundamental process of converting PDF to CAD is a vectorization process. I don’t know what your standard of “perfection” is?
PDF is a picture, no matter what software you use, it will not be very good after conversion. It's even better to redraw it.

There is a way to convert CAD to PDF. Even if the conversion from PDF to CAD is improved, it will be distorted. It must be unclear.

After trying many times, Adobe Illustrator is the best and can fully meet the requirements. However, if it is a scanned version or a PDF converted from an image, then it can only be drawn by hand.
