To increase the popularity of Haichuan and attract more new members, I believe it would be possible to introduce a referral registration system on top of the existing free registration option. Everyone associated with Haichuan can promote this forum and encourage colleagues, friends, and others to join it. When registering, new users can enter the name (UID) of their referrer; once registration is completed, a certain amount of reward can be given to both the registered user and the referrer. This approach can not only liven up the atmosphere of the forum but also increase its member count. However, there is a risk of fake accounts appearing, so initially only a small reward should be given to referrers. Larger rewards can be provided later, once the person they referred reaches levels 3 or 6, or after they complete middle school or high school.
