Guidelines for the Preparation of Special Articles on the Design of Safety Facilities for Hazardous Chemical Construction Projects (Trial) 1 Scope of Application These Guidelines are applicable to the preparation of special articles on the design of safety facilities for construction projects that build, renovate, and expand hazardous chemical production and storage devices and facilities within the territory of the People's Republic of China, as well as chemical production devices and facilities that produce hazardous chemicals (hereinafter referred to as construction projects). 2 Terms and Definitions 2.1 Chemicals refer to various chemical elements, compounds composed of elements, and their mixtures, including natural or artificial. 2.2 Hazardous chemicals refer to chemicals that are explosive, flammable, combustion-supporting, poisonous, corrosive, etc. and may cause harm or damage to people, facilities, and the environment in contact with them. 2.3 New projects refer to enterprises that are planned to be established in accordance with the law to build chemicals or hazardous chemical production and storage devices (facilities) that are associated with hazardous chemicals, and construction projects in which existing enterprises (units) plan to build chemicals that are associated with hazardous chemicals or hazardous chemical production and storage devices (facilities) that are different from existing production and storage activities. 2.4 Reconstruction projects refer to construction projects in which enterprises update technologies and processes at the original site or relocation of chemicals or hazardous chemical production and storage devices (facilities) that are in service with hazardous chemicals, and change the original design of the types and main devices (facilities, equipment) for the production and storage of hazardous chemicals, as well as hazardous chemical workplaces. 2.5 Expansion project refers to a construction project that an enterprise (unit) plans to build that produces the same chemicals or hazardous chemicals as the existing ones and has relatively independent production and storage devices (facilities). 2.6 Safety facilities refer to the devices (equipment, equipment) and measures taken by an enterprise (unit) to control dangerous and harmful factors within a safe range and prevent, reduce and eliminate hazards in production and operation activities. 2.7 Workplace refers to any place of operating activities that may expose employees to hazardous chemicals, including places engaged in the production, operation, disposal, storage, handling, transportation, disposal or treatment of abandoned hazardous chemicals, etc. 3 Main content 3.1 Overview of the construction project 3.1.1 Basic internal situation of the construction project 3.1.1.1 Comparison of the main technologies and techniques (methods) of the construction project with the level of similar construction projects at home and abroad. 3.1.1.2 The geographical location, land area and production (storage) scale of the construction project. 3.1.1.3 The names and quantities of the main raw and auxiliary materials and varieties (including products and intermediate products, the same below) involved in the construction project. 3.1.1.4 The process flow of the construction project, the layout of the main devices (equipment) and facilities, and the relationship between the upstream and downstream production devices. 3.1.1.5 The name, capacity (or load), and source of media (or materials) of the supporting and auxiliary projects of the construction project. 3.1.1.6 Name, model (or specification), material, quantity and main special equipment of the main devices (equipment) and facilities of the construction project. 3.1.2 Basic external situation of the construction project 3.1.2.1 Meteorological, hydrological, geological, earthquake and other natural conditions where the construction project is located. 3.1.2.2 The scope of the most serious accidents that may occur after the construction project is put into production or use, as well as the 24-hour production, business activities and residents' lives within this scope. 3.1.2.3 The distance between the production equipment and storage facilities of hazardous chemicals that constitute major hazard sources in the construction project and the following places and areas: ⒈Residential areas, commercial centers, parks and other densely populated areas ; ⒏Other areas protected by laws and administrative regulations. 3.2 Dangerous and harmful factors involved in construction projects and their degree of danger and harmfulness 3.2.1 Dangerous and harmful factors 3.2.1.1 Construction projects involve hazardous categories and data sources of explosive, flammable, toxic, and corrosive chemicals. 3.2.1.2 Construction projects may cause dangerous and harmful factors such as explosion, fire, poisoning, and scalding accidents. 3.2.1.3 Construction projects may cause other dangerous and harmful factors that may cause casualties to workers. 3.2.2 Degree of danger and harmfulness 3.2.2.1 Inherent risk level ⒈ Quantitative analysis of the quantity, concentration (content), status, working site (location) and conditions (temperature, pressure) of explosive, flammable, toxic, corrosive chemicals involved in the construction project process. ⒉Qualitatively analyze the inherent hazard levels of construction projects involving explosive, flammable, toxic, and corrosive chemicals. ⒊It is advisable to use the following calculations to quantitatively analyze the inherent danger levels of various workplaces where construction projects involve explosive, flammable, toxic, and corrosive chemicals.: ⑴The mass of explosive chemicals is equivalent to TNT (T * T) molar quantity; ⑵The mass of flammable chemicals and the heat released after combustion; ⑶The concentration and mass of toxic chemicals; ⑷The concentration and mass of corrosive chemicals. 3.2.2.2 Risk level ⒈ Qualitatively and quantitatively analyze and predict the following aspects of construction projects through accidents occurring in similar production or storage devices and facilities at home and abroad: ⑴Possibility of leakage of explosive, flammable, toxic, and corrosive chemicals in the workplace ; ⑵After a leak occurs in a workplace involving explosive or flammable chemicals, the conditions and time required to cause an explosion or fire accident are met ; ⑶The diffusion rate of toxic chemicals after leakage in workplaces involving toxic chemicals and the time it takes to reach the maximum human exposure limit ;
