The heat exchanger tube bundles are divided into Class I (high-precision class) and Class II (ordinary class). How should I consider whether to choose Class I or Class II when designing? My personal understanding is that Class I should be considered when leakage is strictly prohibited and flammable and toxic media are used. I would also like to ask for your advice.
Personally, I think that the use environment of the heat exchanger, as well as the physical and chemical characteristics of the medium should be considered comprehensively. I haven’t seen any written regulations. It should be a choice made by the designer himself.

The tube bundle level of the heat exchanger is determined according to the purpose. Generally, the first-level tube bundle is used in situations where there is no phase change heat transfer, vibration is prone to occur, and the working conditions are harsh. Generally, secondary tube bundles are used in situations where the working conditions are not too harsh. The heat exchange tube material selection and the processing of tube plate holes and baffle holes of the primary tube bundle are higher than those of the secondary tube bundle, so higher welding quality and expansion joint quality can be obtained, and the baffle plate can also get better support. Therefore the cost is higher. The material selection and processing of the secondary tube bundle are lower than those of the primary tube bundle, so the cost is lower. In situations where the general working conditions are not too harsh, the secondary tube bundle should be selected to reduce the cost. The primary tube bundle contains stainless steel tubes but the secondary tube bundle does not.
