This is the relationship between safety and cost-benefit. From the perspective of a commodity economy, there must be output for every input. But with regard to safety, there is only investment, yet no “safety products” are produced, and there are no tangible economic benefits. The economic benefits of safe production are reflected in the overall economic performance of the enterprise. This is because various safety measures cannot directly produce products; they are merely means to ensure the normal operation of the production process. Therefore, as part of the total production cost, the cost of safe production generates benefits that are also included in the company’s production benefits. This is a special manifestation of the relationship between safety investments and outputs, as well as costs and benefits; based on its nature, it can be divided into positive benefits and negative benefits. 1. The positive benefits of safe production: The positive benefits of safe production are reflected in the steady improvement in production efficiency and economic benefits. When examining the impact of safety on a company’s economic performance, we can treat other factors that affect economic performance as constant variables, and analyze only safety as a variable; it becomes clear then that safety plays a significant role in improving a company’s economic performance. Firstly, with all other conditions remaining unchanged, when production is secured, the production process can operate smoothly, thereby yielding good economic benefits. It goes without saying that if accidents occur frequently, production processes are forced to come to a halt, or if there are casualties and property losses, it will undoubtedly increase production costs and reduce efficiency. For a nitrogen fertilizer plant with an annual production capacity of 30,000 tons of synthetic ammonia, each time it experiences a shutdown due to a malfunction, the direct economic loss incurred until normal production is resumed amounts to 50,000–80,000 yuan. Adding to this are the losses in production during that period of downtime (i.e., indirect losses), which inevitably have a severe impact on the plant’s economic performance. To this end, safe, stable, and long-term operation are the primary goals of chemical production management. Secondly, under safe production conditions, the safety and health of employees are ensured, which is of great significance for maintaining the mental stability of the workforce, motivating people’s enthusiasm and creativity, improving labor productivity, and enhancing the economic efficiency of enterprises. Furthermore, some safety devices not only serve to ensure safety but also help increase a company’s economic efficiency by enabling the recycling of materials. For example, a phosphate fertilizer factory in Guangxi invested 120,000 yuan to install a pulse dust removal system on the exhaust gases from the finished product ball mill. This not only improved working conditions but also enabled the recovery of over 300 tons of finished phosphate fertilizer per year, allowing the investment to be recouped within just one year. It can be seen that a company’s safety production conditions are directly proportional to its economic performance. 2. Negative impacts of safe production: The negative impacts of safe production refer to the loss amounts resulting from accidents, which are deducted from the benefits obtained by the enterprise. Once an accident occurs, it undoubtedly increases the total production costs, leading to a reduction in profits. Since it takes a negative value numerically, it is referred to as the negative benefits of safe production; it reflects, from a negative perspective, the economic benefits of safe production. For example, in 1996, there were 36,856 fire accidents across the country, resulting in direct economic losses of 1.03 billion yuan. These 1.03 billion yuan, together with the restorative investments, constitute the negative impact on fire safety across the country in 1996. Properly handling the relationship between safety and production promotes sustainable socioeconomic development. Under certain conditions, good safety practices in production can enable enterprises to achieve greater economic benefits, which in turn provides the financial resources needed to increase investment in safety. This leads to continuous improvements in safety standards, fosters further development of production, and boosts economic gains, thus creating a positive cycle. To address these issues, the following measures should be taken: ① Accelerate the development of safety regulations and implement the principle of governance based on the law, so that safe production becomes an autonomous management practice by business operators in accordance with the law ； ②For new, renovated, and expanded productive engineering construction projects, it is necessary to strictly implement the **\"three simultaneities\" principle – namely, designing labor protection facilities simultaneously with the main project, constructing and installing them at the same time, and carrying out inspections and putting them into use at the same time – in order to avoid creating any new potential hazards. ③In line with the principle of \"sustainable development,\" decision-makers in various levels of management authorities and business operators must effectively correct the tendency to prioritize production over safety, and expansion over maintenance and management. They should allocate corporate funds wisely, increase investment in safety measures, address existing major safety hazards, and ensure safe production. ④**Special policies are implemented in credit policies to assist older enterprises in securing the funds needed to address major safety hazards, thereby ensuring the smooth operation of social simple reproduction.
